CONDITIONS FOR PARTICIPATION

Conditions for participation in the competition for study abroad, within the framework of concluded contracts and agreements

  • The average score of the education document:
  • – to study under the bachelor's degree program, the average score of a certificate or certificate of basic secondary education and a report card/transcript of current academic performance for the current year of study or a diploma of secondary special education corresponds to a score of at least 4.0 out of 5.0;
  • – for training in master's, residency and doctoral programs – compliance with the average score of a bachelor's/specialist's/master's degree or a transcript of current academic performance with a score of at least 3.0 out of 4.0/4.33

If the receiving party establishes a lower average score on education, this condition is not taken into account.

COMPETITIVE SELECTION

– STAGE 1. The applicant will undergo a personal / online interview with members of an Independent expert commission in the field of specialty to determine the level of awareness and reasonableness of the choice of specialty, university and country of study; the level of preparation for studying abroad. An independent expert commission evaluates in the personal interview sheet of applicants according to the Criteria for evaluating applicants for study abroad within the framework of international treaties/agreements. Audio and video recordings are made during a personal interview conducted by an Independent Expert Commission. The Independent Expert Commission conducts a personal/online interview with applicants no later than 15 (fifteen) working days from the date of the end of the acceptance of documents for participation in the competition for study abroad within the framework of international agreements in the field of education.

– STAGE 2. The selection of applicants recommended for study abroad and included in the reserve list of applicants under the Agreements is carried out by the members of the Final Commission for the selection of applicants. Based on the results of the applicants' scores, as well as the interview, the Final Commission for the selection of applicants approves the main and reserve lists of applicants for study abroad within the framework of international treaties/agreements according to the Rules. The number of applicants in the reserve list should not exceed 40 (forty) percent of the number of allocated places. The final commission for the selection of applicants determines the number of places in the areas of training within the number of grants provided by the host party.

SELECTION CRITERIA

  • The main criteria for the selection of applicants are:
  • 1) the level of knowledge of a foreign language according to the point system according to the Rules;
  • 2) the average score of the education document according to the point system according to the Rules;
  • 3) evaluation by an independent Expert Commission.
  • When selecting applicants for study abroad within the framework of international agreements/agreements, with equal points, they have an advantage (in the following sequence):
  • 1) orphans and children left without parental care;
  • 2) disabled persons from childhood and disabled children who, according to the medical report, are not contraindicated to study in the relevant foreign educational institutions, who have submitted a medical certificate (for traveling abroad) in form No. 072/y;
  • 3) children from large families;
  • 4) applicants from a rural locality who have been living in rural localities for the last 2 (two) years;
  • 5) applicants who have an invitation from foreign higher education institutions, as well as those studying in foreign higher education institutions.

GRANT-GRANTING COUNTRIES

Hungary. Within the framework of the Agreement between the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Human Resources of the Republic of Hungary on cooperation in the field of education and science, 250 grants are allocated annually under the Stipendium Hungaricum program (bachelor's degree – 110 places, bachelor's+master's degree – 30 places, master's degree - 90 places, doctoral degree - 20 places). The language of instruction is Hungarian, English, French. The planned dates for receiving documents: December-January. In 2021, 1,102 applicants' personal files were accepted and processed: 689 under the bachelor's degree program, 95 under the bachelor's+master's degree program, 292 under the master's degree program, 26 under the doctoral program. According to the results of the competitive selection, 250 applicants entered the main list, 98 applicants entered the reserve list.

China. The Chinese Government annually allocates up to 150 educational grants for citizens of Kazakhstan under the Agreement between the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Education and Science of the People's Republic of China on bachelor's, master's, and doctoral programs. The language of instruction is Chinese, English. The planned dates for receiving documents: January-February. In 2021, 50 personal files of applicants were accepted and processed: 25 people under the bachelor's degree program, 18 people under the master's degree program and 7 people under the doctoral program. According to the results of the competitive selection, 47 applicants were recommended to study at universities of the People's Republic of China. 3 applicants refused further participation in the competition.

Ukraine. Within the framework of the Agreement between the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Education and Science of Ukraine, 40 grants are allocated annually for Kazakhstani citizens: 30 under the bachelor's degree program and 10 under the master's degree program. The language of instruction is Ukrainian. The planned dates for receiving documents: February-March. In 2021, 11 personal files of applicants were accepted and processed, of which: 6 under the bachelor's degree program, 5 under the master's degree program. According to the results of the competitive selection, 10 applicants were recommended to study at universities in Ukraine, 1 applicant refused further participation in the competition.

Slovak Republic. Within the framework of the Memorandum between the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Education of the Slovak Republic, 4 grants are allocated for Kazakhstani citizens: 2 under the Master's degree program and 2 under the doctoral program. The language of instruction is English, Slovak. The planned dates for receiving documents: February-March. In 2021, 5 personal files of applicants were accepted and processed: under the master's program – 4 people, under the doctoral program – 1 person. According to the results of the competitive selection, 3 applicants were recommended to study at universities in the Slovak Republic.

Azerbaijan. Within the framework of the Agreement between the Ministry of Education and Science of the Republic of Kazakhstan and the Ministry of Education of the Republic of Azerbaijan on cooperation in the field of education dated April 3, 2017, the Azerbaijani Government annually allocates 10 educational grants to citizens of the Republic of Kazakhstan for the following programs: bachelor's degree – 5, master's degree – 5 grants. The language of instruction is English, Russian, Azerbaijani. The planned dates for receiving documents: March-April. In 2021, 12 personal files of applicants were accepted and processed: 8 people under the bachelor's degree program, 4 people under the master's degree program. According to the results of the competitive selection, 8 applicants were recommended to study at universities of the Republic of Azerbaijan.

Poland. Within the framework of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Poland, 11 grants are allocated annually for Kazakhstani citizens: under the bachelor's degree program – 3, under the master's degree program – 4 and under the doctoral program - 4. The language of instruction is English, Polish. The planned dates for receiving documents: March-April. In 2021, 31 personal files were accepted and processed: under the bachelor's program – 9 people, under the master's program – 13 people and under the doctoral program – 9 people. According to the results of the competitive selection, 11 applicants were recommended to study at universities in the Republic of Poland.

Tadjikistan. Within the framework of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Tajikistan on cooperation in the field of education dated June 13, 2000, grants were provided for training in higher educational institutions of the Republic of Tajikistan for the 2020-2021 academic year under the following programs: — bachelor's degree program — 40 places; — master's degree program — 10 places. The language of instruction is Russian. The grant covers the following expenses: — free tuition; — monthly scholarship (130-150 somoni); — accommodation in a hostel. Celebrating!!! The remaining expenses, including transportation, are covered by the grant holder independently.

Kyrgyzstan. Within the framework of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on cooperation in the field of education, citizens of Kazakhstan are provided with 5 educational grants under the following programs: under the bachelor's degree program – 3 places; under the master's program – 2 places. The language of instruction is Russian and Kyrgyz. The planned dates for receiving documents: April-May.

Vietnam. In 2021, within the framework of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Socialist Republic of Vietnam, 3 grants were allocated for Kazakh citizens under the Bachelor's degree program. The language of instruction is Vietnamese. The planned dates for receiving documents: April-May. In 2021, 2 personal files were accepted and processed under the Bachelor's degree program.
