INFORMATION REQUIRED FOR MIGRATION
- A short list of procedures carried out from the start of migration to obtaining citizenship of the Republic of Kazakhstan

- Obtaining an Individual Identification Number (IIN) – at the State Corporation «Government for Citizens» (Public Service Center).
- Obtaining the «Kandas» status – online via https://migration.enbek.kz, the «Enbek Migration» mobile application, or through diplomatic missions of the Republic of Kazakhstan abroad.
- Obtaining a permanent residence permit in Kazakhstan – at the Migration Service Departments of the Ministry of Internal Affairs (territorial police departments).
- Processing a residence permit (Iktiarkhat) – at the State Corporation «Government for Citizens» (Public Service Center).
- You can submit an application for inclusion in the regional quota for the reception of qandas online via the website https://migration.enbek.kz, the «Enbek Migration» mobile application, the State Corporation, or the e-Government web portal.
- Procedure for receiving a one-time state allowance for kandas included in the regional quota – at local Career Centers (State Employment Centers).
- Obtaining citizenship of the Republic of Kazakhstan – at the Migration Service Departments of the Ministry of Internal Affairs (territorial police departments).

- The procedure for obtaining an individual identification number (IIN)

- Individual identification number (hereinafter - IIN) is a unique 12-digit combination of numbers that is generated by the information system when preparing documents for individuals. IIN is generated automatically during the initial registration of a person in the information system. At the same time, in the future, the number assigned to an individual is no longer subject to change or regeneration. Information related to a specific IIN (and therefore to an individual) is stored: in National Identification Number Registries; in information systems of state bodies (including in the database of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan); in the databases of other state institutions.
- The formation of IIN occurs automatically, taking into account the principles of uniqueness and immutability. In order to preserve the integrity of the data of information banks of various levels that use the IIN in the data structure, it is not subject to any modification or regeneration from the moment of initial formation.
- To obtain an IIN, candidates and all family members must contact the Public Service Center (PSC) at the place of residence. This requires the following documents:
- – document proving the identity of a non-resident individual, foreigner or stateless person;
- – notarized translation of an identity document in Kazakh and Russian.
- IIN is issued within 3 working days from the date of submission of documents for receipt.

- Obtaining the status of «kandas»

- The application for obtaining the «Kandas» status is submitted online via the website https://migration.enbek.kz, the «Enbek Migration» mobile application, or through the foreign missions of the Republic of Kazakhstan, along with the following documents:
- – biography, in any form;
- – copies of identity documents of the applicant and his/her family members (if available), notarised translation into Kazakh or Russian (birth certificate, foreign passport, stateless person's certificate or other official documents of special authorities of the countries of origin of ethnic Kazakhs);
- – other document confirming the nationality of the applicant, in case it is not indicated in the identity documents.
- The application for Kandas status is considered by a specially created commission under the local executive body on social protection and employment. The commission makes a decision on refusal to grant the status of «kandas» or granting the status of «kandas», taking into account the following conditions:
- 1) for resettlement in regions determined by the Government of the Republic of Kazakhstan;
- 2) for resettlement in rural settlements, cities of district and regional significance with development potential, having the necessity of demographic development;
- 3) for reunification with the applicant's family and/or close relatives permanently residing in the territory of the Republic of Kazakhstan and being citizens of the Republic of Kazakhstan, with the possibility to solve housing issues on their own;
- 4) upon an invitation of the employers.
- 5) ethnic Kazakhs studying in higher educational institutions of the Republic of Kazakhstan with the application of a certificate from the place of study.
- The term of validity of the status «kandas» is 1 year.
- The term of consideration of issuing the «kandas» status is 35 working days.

- Procedure for permanent registration in the Republic of Kazakhstan

- A document confirming the right of a foreigner to permanent residence in the Republic of Kazakhstan is a residence permit. To obtain a residence permit, you must obtain a permanent residence permit. The permit is issued in the territorial Police Departments. Also, inclusion in the regional quota for the reception of migrants is carried out on the basis of an application submitted by a migrant with permanent registration. Employment centers receive information confirming registration at a permanent place of residence and the presence of a migrant and family members permanently residing with him in a dwelling that belongs to them by right of ownership. Thus, obtaining permanent registration is an important process for including candace in the regional quota. After receiving the "Кandas" certificate and IIN, in order to obtain permanent residence permits on the territory of the Republic of Kazakhstan, it is necessary to provide a package of documents to the Migration Service Department Ministry of Internal Affairs of the Republic of Kazakhstan by place of residence. Required documents:
- – application-questionnaire;
- – a copy and original (for verification) of the national passport, a document of a stateless person of the service recipient, the validity period of which on the day of application is more than 180 calendar days;
- – a copy and original (for verification) of a birth certificate or other document proving the identity of a child under the age of sixteen, with joint application;
- – written consent of the state of his citizenship, which can serve as a departure sheet, or another document confirming permission to leave for permanent residence abroad (with the exception of foreigners and stateless persons who are recognized as refugees or who are granted asylum in the Republic of Kazakhstan and ethnic Kazakhs from the People's Republic of China, unless otherwise provided by international treaties);
- – autobiography in Kazakh or Russian with the signature of the applicant;
- – a document confirming their solvency in accordance with the Rules for confirming by foreigners and stateless persons applying for permanent residence permits in the Republic of Kazakhstan, their solvency during their stay in the Republic of Kazakhstan, approved by the Decree of the Government of the Republic of Kazakhstan dated November 26, 2003 No. 1185, with the exception of ethnic Kazakhs, former compatriots who were born or previously held citizenship of the Kazakh Soviet Socialist Republic or the Republic of Kazakhstan, as well as persons entitled to acquire citizenship of the Republic of Kazakhstan in a simplified manner on the basis of international treaties of the Republic of Kazakhstan, and their family members;
- – a document on a criminal record (no criminal record) in the state of nationality and or permanent residence, issued by the competent authority of the relevant state (with the exception of ethnic Kazakh citizens of the People's Republic of China, unless otherwise provided by international treaties);
- – notarized consent of a child aged 14 to 18 for permanent residence in the Republic of Kazakhstan;
- – a notarized contract or a notarized consent with an individual or legal entity to provide the applicant with housing for residence and permanent registration;
- – certificate of medical examination of a foreigner on the absence of diseases, the presence of which prohibits the entry of foreigners and stateless persons into the Republic of Kazakhstan in accordance with the order of the Minister of Health of the Republic of Kazakhstan dated September 30, 2011 No. 664 "On approval of the list of diseases, the presence of which prohibits the entry of foreigners and stateless persons citizenship to the Republic of Kazakhstan" (registered in the Register of State Registration of Regulatory Legal Acts No. 7274);
- – one photo sized 35x45 mm;
- – certificate of absence or termination of citizenship of another state, issued by the competent authority of the corresponding state (when applying by a person who does not have identity documents, in case of establishing the fact of his birth or residence in the territory of another state).
- The internal affairs bodies, within 60 (sixty) calendar days from the moment of the appeal of ethnic Kazakhs and members of their families, are obliged to consider their applications for obtaining a permit for permanent residence and registration at the place of residence, make a decision on permission or refusal.
- A permanent residence permit is issued in the form of a document issued by the internal affairs bodies to immigrants, subject to the requirements established by the legislation of the Republic of Kazakhstan, and granting them the right to permanent residence in the territory of the Republic.

- The procedure for obtaining a residence permit

- To obtain a residence permit in the presence of permanent residence permit must be submitted documents (document for foreign citizens) in Community service center at the place of residence. Terms of service provision no later than 17 working days. Required documents:
- – valid national passport;
- – document confirming the payment of the state fee.
- To obtain a certificate of stateless persons:
- – document confirming the payment of the state fee;
- – three photographs 3.5x4.5 cm in size (when filling out the form on paper):
- – one of the following documents:
- – expired passport;
- – stateless person's certificate;
- – passport sample 1974 (former Union of Soviet Socialist Republics);
- – military ID;
- – certificate of release from prison;
- – certificate of renunciation of citizenship of the Republic of Kazakhstan and change of citizenship by Decree of the President of the Republic of Kazakhstan, as well as change of citizenship in accordance with international treaties ratified by the Republic of Kazakhstan;
- – birth certificate (for persons under the age of sixteen);
- – certificate of return issued by foreign institutions of the Republic of Kazakhstan (in case of loss of a certificate of a stateless person who was temporarily abroad).

- The order of inclusion in the regional quota for receiving kandas

- Regional quota for accepting migrants - the maximum number of migrants or migrants and members of their families arriving for permanent residence in the regions determined by the Government of the Republic of Kazakhstan, which are provided with state support measures provided for participants in active measures to promote employment in accordance with the legislation of the Republic of Kazakhstan on employment of the population;
By the resolution of the Government of Kazakhstan, the regional quota for accepting kandas in 2025 has been set at 2309 people.
The quota is distributed as follows for 2025:
Abai Region – 244 people;
Akmola Region – 285 people;
Kostanay Region – 150 people;
Pavlodar Region – 1056 people;
North Kazakhstan Region – 175 people;
East Kazakhstan Region – 269 people;
Atyrau Region – 100 people (starting this year);
West Kazakhstan Region – 30 people (starting this year).
Kandas who are officially registered in one of the following regions: Abai, Akmola, Atyrau, West Kazakhstan, Kostanay, Pavlodar, North Kazakhstan, or East Kazakhstan are eligible to be included in the regional quota.

- The procedure for receiving state payments within the regional quota

Ethnic Kazakhs who have arrived independently in the territory of the Republic of Kazakhstan and obtained the status of «Kandas» can apply for inclusion in the regional quota for accepting Kandas through the website https://migration.enbek.kz, the «Enbek Migration» mobile app, or by contacting the Career Center (Employment Center) or the Public Service Center (state corporation «Government for Citizens») at their place of residence.
The following documents, with a translation into Kazakh or Russian, must be submitted along with the application:
Copies of identification documents of the Kandas and their family members (if any);
A copy of the marriage certificate or divorce certificate (if any);
Copies of documents confirming education, qualifications, and work experience in a specific profession (if any), or a copy of the work book (if any), or a reference from the workplace.
The local executive body forms a list of applicants for inclusion in the regional quota and sends it to the Commission within 3 working days from the receipt of the applications.
Upon receiving the list of applicants, the Commission will make a decision on whether to include them in the regional quota or reject their application within 10 working days.
The decision on inclusion in the regional quota will be sent to the applicant within 5 calendar days.
People included in the regional quota for accepting Kandas and resettlers will receive state support, including:
Relocation subsidies — a one-time payment of 70 MCI (275,240 tenge) for each family member;
Subsidies for housing rent and utility payments ranging from 15 to 30 MCI (58,980 tenge — 117,960 tenge) within 12 months for one family;
Additionally, an Economic Mobility Certificate is provided to improve the housing conditions of resettlers. The certificate covers 50% of the housing cost, but not more than 1,160 MCI (4,561,120 tenge).
After the Commission’s decision to include the Kandas in the regional quota, the Kandas must apply to the Career Center (Department of Coordination of Employment and Social Programs) or the Public Service Center (state corporation «Government for Citizens») at their place of residence to receive the payments.
In 2025, 1 MCI is equal to 3,932 tenge. Thus, a family of 4 people is entitled to a one-time payment of 280 MCI, which amounts to 1,100,960 tenge.

- Obtaining citizenship of the Republic of Kazakhstan

- The citizenship of the Republic of Kazakhstan determines the stable political and legal connection of a person with the state, expressing the totality of their mutual rights and obligations. A citizen of the Republic of Kazakhstan cannot be deprived of citizenship, the right to change his citizenship, and also cannot be expelled from Kazakhstan. Deprivation of citizenship of the Republic of Kazakhstan is allowed only by a court decision for committing terrorist crimes, as well as for causing other serious harm to the vital interests of the Republic of Kazakhstan.Citizens of the Republic of Kazakhstan have full civil, political, economic and social rights and freedoms proclaimed and guaranteed by the Constitution and laws of the Republic of Kazakhstan. The following may be accepted into the citizenship of the Republic of Kazakhstan in a simplified (registration) manner:
- – kandas permanently residing in the territory of the Republic of Kazakhstan legally, regardless of the period of residence;
- – rehabilitated victims of mass political repression, as well as their descendants who have been deprived or lost their citizenship without their free will, permanently residing in the territory of the Republic of Kazakhstan on legal grounds, regardless of the term of residence;
- – ethnic Kazakhs studying in higher educational institutions of the Republic of Kazakhstan.
- The Constitution of the Republic of Kazakhstan, enshrining the rights and freedoms of citizens, is based on the norms and principles of international acts. These and other international acts proclaim the following fundamental rights and freedoms: everyone has the right to life, liberty and security of person; No one shall be subjected to torture, cruel or degrading treatment or punishment; all people are equal before the law, have the right to equal protection of the law; everyone has the right to move freely and choose their place of residence within the state; everyone has the right to work, education, rest, to such a standard of living that is necessary to maintain the health and well-being of him, his family, etc. Having permanent registration and a residence permit, on the basis of the status of "kandas," you can obtain citizenship of the Republic of Kazakhstan in a simplified manner. To acquire citizenship of the Republic of Kazakhstan in a simplified manner, it is necessary to apply for a petition (application) addressed to the head of the territorial Police Department.
- The following documents are attached to the application (application) for admission to citizenship of the Republic of Kazakhstan:
- – notarized application for renunciation of previous citizenship;
- – autobiography (in free form);
- – application questionnaire;
- – four 3.5 x 4.5 cm photographs;
- – obligation to comply with the conditions;
- – a copy of an identity document confirming the citizenship of another state;
- – "kandas" certificate;
- – ethnic Kazakhs studying in higher educational institutions a certificate from a higher educational institution confirming the fact of study in this institution;
- – certificate of proof of nationality for ethnic Kazakhs studying in higher educational institutions;
- – document on the payment of state duty or exemption from its payment (in accordance with Article 619 of the Tax Code, kandas are exempted from paying state duty ‒ for all notarial actions related to the acquisition of citizenship of the Republic of Kazakhstan).
- Documents are handed over to the migration police at the place of residence.
- The document confirming the acquisition of citizenship of the Republic of Kazakhstan is an identity card or passport of a citizen of the Republic of Kazakhstan. The period of consideration of materials on the acquisition of citizenship in a simplified (registration) procedure should not exceed three months from the date of submission of the application.
