Key Documents Signed at the SCO Summit

During the meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO), 20 documents were signed, according to Kazinform, citing Akorda.

  1. Tianjin Declaration of the Council of Heads of State of the SCO;

  2. Decision of the SCO Council of Heads of State approving the following outcome documents of the meeting:
    – SCO Development Strategy until 2035;
    – Program of Cooperation of SCO Member States in Countering Extremist Ideology in the SCO Region for 2026–2030;
    – Roadmap for the Implementation of the SCO Energy Cooperation Development Strategy until 2030;

  3. Decision of the SCO Council of Heads of State to grant the Lao People’s Democratic Republic the status of SCO Dialogue Partner;

  4. Decision of the SCO Council of Heads of State on granting the SCO observer status at the Commonwealth of Independent States;

  5. Decision of the SCO Council of Heads of State on the status of “SCO Partner”;

  6. Decision of the SCO Council of Heads of State to designate Cholpon-Ata, Kyrgyz Republic, as the SCO Tourist and Cultural Capital for 2025–2026;

  7. Decision of the SCO Council of Heads of State on the authority of the SCO Secretary-General to sign documents:
    – Protocol to the Agreement between the SCO and the Government of the People’s Republic of China on the Conditions of Stay of the SCO Secretariat in the People’s Republic of China dated June 17, 2004;
    – Memorandum of Understanding between the SCO Secretariat and the Roscongress Foundation;

  8. Decision of the SCO Council of Heads of State on the approval of annual reports:
    – Report of the SCO Secretary-General on the activities of the SCO during the past year;
    – Report of the SCO Regional Anti-Terrorist Structure Council on the activities of the Regional Anti-Terrorist Structure in 2024;

  9. Agreement among SCO Member States on the SCO Anti-Narcotics Center;

  10. Agreement among SCO Member States on the Universal Center for Countering Security Challenges and Threats to SCO Member States;

  11. Statement of the SCO Council of Heads of State on the 80th Anniversary of the End of the Second World War and the Establishment of the United Nations;

  12. Statement of the SCO Council of Heads of State on Strengthening Cooperation in the Digital Economy;

  13. Statement of the SCO Council of Heads of State on Sustainable Energy Development;

  14. Statement of the SCO Council of Heads of State on Cooperation in Green Industry;

  15. Statement of the SCO Council of Heads of State on Further Deepening International Cooperation in Artificial Intelligence;

Earlier, the President of Kazakhstan addressed the meeting of the SCO Council of Heads of State. He stated that Kazakhstan supports the establishment of SCO security centers and proposed creating an SCO Office at the Astana International Financial Centre (AIFC) for investment projects. The President also endorsed the “Trans-Altai Dialogue” initiative and expressed confidence that the SCO could become a global leader in the accelerated development of artificial intelligence.
