In accordance with Order No. 24 of the President of the «Otandastar Fund» NJSC, dated March 13, 2026, the Regulation on the Public Commission under the Fund has been repealed, and the activities of the Commission were terminated as of March 13, 2026.
The Public Commission under the «Otandastar Fund» was established on the basis of the Regulation approved on January 29, 2021, and operated as a permanent consultative body. The main purpose of the Commission was to discuss issues related to supporting compatriots and kandas (ethnic Kazakh repatriates) abroad and to submit relevant proposals and recommendations to interested government bodies.
The Commission's membership, working on a voluntary basis, included Members of Parliament, prominent statesmen and public figures, scholars, poets and writers, political scientists, and experts. The Commission was chaired by the well-known public figure and Doctor of Political Science, Murat Baktiyaruly.
Between 2019 and 2023, the Commission held 11 sessions, discussing more than 40 pressing issues related to supporting Kazakhs abroad and repatriation. In particular, proposals were developed on improving the procedure for obtaining kandas status, updating the "Ata Zholy" map, supporting Kazakh schools and cultural centers abroad, and improving migration legislation, which were submitted to the relevant government authorities.
In recent years, the Fund's strategic activities have been fully focused on working with compatriots abroad — that is, on the external direction — as a result of which the Commission's consultative-format activities lost their relevance. Furthermore, no Commission sessions were held in 2024-2025. In light of this, in order to optimize the «Otandastar Fund's» management structure and improve operational efficiency, a decision was made to discontinue the Commission's activities.
