The Ministry of Tourism and Sports offers several forms of state support to entrepreneurs in the tourism industry. These measures aim to enhance the quality of tourism products and promote the development of domestic and inbound tourism.
In this context, we found it necessary to once again address the most frequently asked questions from entrepreneurs and potential investors regarding the existing support mechanisms.
As of January 1, 2022, seven types of government support are available in Kazakhstan for business entities operating in the tourism sector:
Subsidies for Inbound Tourism Operators
Kazakhstani tour operators engaged in inbound tourism are eligible for a subsidy of 15,000 KZT per foreign tourist. The conditions include a minimum stay of four days and three nights in the country, as well as registration in the eQonaq system.
Subsidized Airfare for Minors (Kids Go Free Program)
To stimulate domestic tourism, children under the age of 18 can travel within Kazakhstan free of charge. The requirement is the purchase of a tour package from a domestic tour operator. The cost of airline tickets included in the package is fully subsidized (100%).
Reimbursement for the Purchase of Equipment and Machinery for Ski Resorts
The government reimburses 25% of the costs incurred for purchasing ski lifts, snow grooming equipment, and artificial snowmaking systems.
Reimbursement of Roadside Service Infrastructure Costs
Ten percent of the costs associated with constructing motels, gas stations, food service outlets, pharmacies, and other roadside service facilities are reimbursed from the state budget.
Subsidies for the Maintenance of Sanitary Facilities
Facilities located in tourist zones, along highways, and within specially protected natural areas are eligible for a monthly subsidy of 83,300 KZT to cover maintenance expenses.
Reimbursement for the Construction and Renovation of Tourism Facilities
Ten percent of the expenses related to the construction or renovation of facilities intended for tourism services are subject to reimbursement.
Reimbursement for the Purchase of Vehicles for Tourism Activities
Twenty-five percent of the cost of buses with a seating capacity of more than eight (excluding the driver) is reimbursed, provided that the vehicles are used exclusively for tourism purposes for a minimum period of five years.
