As of 1 December 2023, 13,870 foreign nationals are working in Kazakhstan under permits issued by local executive bodies.
Among the permits for foreign labour force (FLF) there are the following categories: 374 permits for managers and their deputies (first category), 2,742 permits for heads of structural subdivisions (second category). The main part of the foreign labour force belongs to the third (specialists) and fourth (skilled workers) categories - 6,124 and 637 persons respectively. Also, 2,183 people were attracted for seasonal work, and 1,810 people were attracted as part of corporate transfers.
Currently, there are 1,690 employers in Kazakhstan using the IRS. They employ more than 464,000 citizens of Kazakhstan, which is 97 per cent of the total number of employees.
By type of economic activity, the largest number of labour migrants work in: construction - 3,460 (24.9%), agriculture, forestry and fishing - 1,649 (11.8%), manufacturing - 1,300 (9.3%), mining and quarrying - 1,266 (9.1%), professional, scientific and technical activities - 782 (5.6%),
The main countries of origin of labour migrants are: China - 4,131 people (29.7%), India - 1,281 people (9.2%), Turkey - 1,249 people (9%), Uzbekistan - 969 people (6.9%).
It should be reminded that in order to protect the domestic labour market, the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan annually establishes and distributes a quota for attracting foreign specialists to the country. In 2023, the total quota is set at 0.24% of the labour force in the country, or 22,260 units.
