Thanks to the implementation of the Digital Family Card (hereinafter referred to as the DFC), since the beginning of 2024, more than 162 thousand people have received SMS for the proactive provision of public services. At the same time, 75 thousand people took advantage of the opportunity to receive benefits or payments without application.
A digital family card is formed based on data from all existing information systems of government agencies. To date, it has accumulated information about 20 million citizens of Kazakhstan, or more than 6 million families.
The main goal of introducing the CCS is to ensure equal access of Kazakhstanis to the state support system. In this regard, in the Social Code of the Republic of Kazakhstan, the Digital Family Map is designated as a tool for determining medium- and long-term objectives and directions of social policy. Also, the CCS is a daily “electronic notifier” of citizens about their rights to receive one or another type of guaranteed state support, depending on their social status.
Currently, the CCS gives Kazakhstanis eligible to receive government support measures the opportunity to apply for 10 types of benefits and social payments without any applications: social benefits in case of disability; social benefits in case of job loss; social benefits or survivor benefits; allowance for a parent (guardian) raising a child with a disability; disability benefits; benefits for large families; benefits for mothers of many children awarded with “Altyn alka” and “Kumis alka” pendants; targeted social assistance, as well as a one-time payment for funeral expenses.
Also, through the CCS, automatic notifications are implemented about the possibility of receiving pension payments, the expiration date of the assigned/extended “Kandas” status and employment measures for unemployed persons.
When establishing the right to receive government support measures, the potential recipient is sent an SMS notification from the single contact center 1414. The citizen who received the SMS must respond with consent. Filling out an application and assigning a social benefit or payment will be made automatically, followed by the transfer of funds to the recipient’s bank account.
