I am writing to you in connection with the difficult situation with spring floods after heavy snowmelt.
A natural disaster occurred, the likes of which had not been seen for many years.
Perhaps this is the largest disaster in terms of scale and consequences in the last 80-plus years.
Due to floods, a local emergency situation has been declared in ten regions of the country (Abay, Akmola, Aktobe, Atyrau, West Kazakhstan, Karaganda, Kostanay, Pavlodar, North Kazakhstan and Ulytau regions).
Following my criticism and instructions, the Government has stepped up efforts to reduce the impact of the flood and is taking appropriate measures.
A Republican headquarters headed by the Prime Minister has been created.
Both the head of the Government, his deputies, and the Minister of Emergency Situations visit the affected regions.
All local rescue work is under my personal control.
All resources of the Ministry of Emergency Situations, as well as the forces of the Ministry of Internal Affairs, the National Guard, the Armed Forces and the National Security Committee have been mobilized to combat the disaster.
The akimats of the affected regions are working around the clock, and several tens of thousands of volunteers are providing them with great assistance on the ground.
The situation is difficult, but there is no need to despair, we will correct this situation.
The main thing is to prevent human casualties.Addressing the citizens affected by the flood, I want to declare: not one of you will be left without the attention of the state, all of you will be provided with financial and other necessary assistance, all your material losses will be compensated.
We must learn all the lessons from these massive floods. There are many of them, ranging from shortcomings in organizational measures to prevent natural disasters, a shortage of water workers, and ending with our disdainful attitude towards nature.
The government and local authorities should continue to effectively coordinate flood control efforts.
Law and order must be ensured in flooded areas.
On my order, the Ministry of Defense will send additional military units to combat the elements.
I am instructing the Government to release state material reserves and help residents.
The government also needs to quickly develop an effective compensation mechanism and explain it to all victims. The amounts must be proportionate to the damage suffered.
I instruct you to send deputy prime ministers to the regions where the difficult flood situation persists to coordinate the work of the Government. They will remain there until the situation normalizes.
The information headquarters needs to continuously and comprehensively notify citizens about all measures taken by the state.
I appeal to the media, opinion leaders and bloggers: do not disseminate unverified information that contributes to panic.
In such a situation, actions aimed at consolidating government and society are of particular importance.I ask citizens to trust only official sources of information.
I express my gratitude to the rescuers, police officers, volunteers and all concerned citizens involved in the fight against the disaster.
At this difficult moment for the country, the unity and cohesion of our society are more important than ever.
