The Senate of Kazakhstan ratified the Transportation Agreement with Turkey

Senate deputies approved the Bill “On the ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Turkey on international combined transport of goods,” a Kazinform agency correspondent reports.

The agreement is aimed at simplifying international freight transport using various modes of transport, as well as developing transit transport potential and trade and economic relations between Kazakhstan and Turkey.

The Agreement establishes that freight transport operations by registered vehicles, starting from crossing the state border or from any loading points located on the territory of the states of the Parties, and ending at unloading points for combined transport located on the territory of the state of the other Party, must be carried out continuously.

In accordance with the Agreement, upon entry or exit from the territory of the State of the Party, vehicles, individuals and legal entities performing combined transportation of goods, as well as transported goods, will undergo control in accordance with the legislation of the state of that Party. In the absence of an existing permit, the vehicle will not be allowed to carry out transportation on the territory of the state of the Party of entry.

The Parties will provide appropriate connections and transit services on railway lines linking the States of the Parties, in particular for international container block trains and Ro-La operations.

Ro-La transportation is a combined rail-road transportation of road trains, trailers, semi-trailers and detachable car bodies on special piggyback platforms.

The Agreement regulates the implementation by the Parties of regular rail ferry and Ro-Ro operations in the Caspian Sea to ensure the transportation of goods by international rail ferry and Ro-Ro operations through ports. At the same time, Ro-Ro transportation is a type of transportation by sea for cars, trucks, trailers and cargo that are fixed on a wheeled platform.

In order to regulate all issues regarding the implementation of the Agreement, a Joint Committee will be created, consisting of government officials of the Parties, as well as representatives of the combined transport sector.
