Kassym-Jomart Tokayev and Sadyr Japarov held a briefing for media representatives

Following the results of bilateral negotiations and a meeting of the Supreme Interstate Council, the presidents of Kazakhstan and Kyrgyzstan made a joint statement for media representatives.
The head of our state noted that this visit of the President of Kyrgyzstan is of great importance for the two countries, and announced the signing of a historic agreement.

– The Agreement on Deepening and Expanding Allied Relations between Kazakhstan and Kyrgyzstan opens up new opportunities for further development of interaction. This document fully meets the interests of the two countries and contributes to the preservation of centuries-old ties of brotherhood. I express my gratitude to Sadyr Nurgozhoevich for his significant contribution to strengthening the traditionally friendly and good neighborly relations between our countries,” said Kassym-Jomart Tokayev.
The President also stated that the parties exchanged views on current issues of bilateral cooperation and reached specific and important agreements.

– We have come to a common conclusion that there should be no unresolved issues between our countries. Particular attention was paid to strengthening trade and economic ties. Kazakhstan is one of the key partners of Kyrgyzstan in the field of trade and investment. Last year, mutual trade turnover reached $1.5 billion. During the negotiations, we confirmed our interest in increasing this figure to $2 billion. In general, there is every opportunity to significantly increase mutual trade turnover in a short time. We are ready to export industrial and other goods. Kazakhstan can already increase the volume of exports to Kyrgyzstan for 195 commodity items with a total value of $260 million. Kyrgyzstan also exports a number of products to Kazakhstan, the President noted.
According to the Head of State, the parties agreed to make full use of available opportunities, intensify the work of the Intergovernmental Council and the Interregional Forum, and promptly launch the trade and logistics industrial complex being built on the border.

In addition, opportunities in the agro-industrial sector were discussed during the negotiations.

– Last year, trade turnover between our countries in this area increased by 10% and reached $300 million. It is extremely important for us to increase production volumes, open joint ventures and establish connections between research institutes. The governments of the two countries were instructed to adopt the Road Map, said Kassym-Jomart Tokayev.
According to the Head of our state, domestic investors contribute to the development of important sectors of the Kyrgyz economy. It is planned to build a solar power plant in the Issyk-Kul region at the expense of Kazakhstani entrepreneurs. Currently, negotiations are underway on the construction of a ferroalloy plant in the Jalal-Abad region.

– We have reached a mutual understanding to create favorable conditions for the effective operation of joint ventures. As you have seen, the Agreement on Mutual Protection of Investments was signed today. We agreed on the implementation and development of the e-government system, as well as the exchange of experience for the digitalization of the economy and strengthening cooperation in the field of information. One of the important tasks is to intensify contacts between the two countries. Specific measures are being taken to expand the possibilities of passing goods across the border and improve its clearance. We have started modernizing the posts “Karasu”, “Besagash”, “Aukhatty”, “Sartob”, “Aisha Bibi”, “Sypatay Batyr”, “Kegen”. All these stations will be equipped with digital technologies. It is expected that this large-scale work will be completed by 2028, said Kassym-Jomart Tokayev.

The head of our state considers it important to coordinate interaction in the water and energy sector.

– In recent years, the urgency of efficient and equitable use of transboundary water resources has increased. We agreed to continue our coordinated work. To quickly resolve problems in this direction, it is necessary to take joint measures. Therefore, we agreed to soon approve the work schedule of interstate water management structures and implement it in a timely manner. Kazakhstan is ready to fully fulfill all obligations and jointly implement important projects,” the President said.
Kassym-Jomart Tokayev noted that during the Supreme Interstate Council, special attention was paid to cultural and humanitarian ties. He expressed confidence that the cultural events held these days in Astana will further enrich our common spiritual values.

– The values ​​connecting the two fraternal countries have deep roots. Our peoples are characterized by common historical, cultural and spiritual origins. The sincere friendship of Zhambyl and Toktagul, Kenen and Osmankul strengthened Kazakh-Kyrgyz relations. Many famous citizens originally from Kyrgyzstan are equally respected in both countries. The outstanding writer Chingiz Aitmatov is known to the Kazakh audience as “Adamzattyn Aitmatov”. Significant contributions to the film adaptation of Mukhtar Auezov’s works were made by such prominent representatives of Kyrgyz cinema as Tolomush Okeyev, Bolot Shamshiev, Suimenkul Chokmorov.Personalities such as Abdykerim Sydykov and Kasym Tynystanov, who played a large role in the formation of Kyrgyz statehood, supported the Alash movement. The work “Manas”, recognized as the largest epic in the world, is a valuable asset of the entire Turkic people. Manas is a symbol of the unshakable unity of the fraternal Kyrgyz people. As you know, three years ago we agreed to erect monuments to Abai in Bishkek, Manas and Chingis Aitmatov in Astana. Today a monument to the famous Manas will be unveiled in the capital. “I express my gratitude to Sadyr Nurgozhoevich and the entire Kyrgyz people for respect for our common history and presentation of the cultural heritage of Kyrgyzstan,” said the Head of State.

According to the President, cooperation between the two countries is being successfully implemented in the cultural, humanitarian, tourism and sports fields. The head of state also noted that Kazakhstan and Kyrgyzstan have common positions on current international issues. During the negotiations, special attention was paid to deepening cooperation in Central Asia.

– We agreed to take an active part in the next VI Consultative Meeting of the Heads of State of Central Asia, which will be held in Astana this year. We express our gratitude to the Kyrgyz brothers for supporting the initiatives put forward by Kazakhstan as the chairman of a number of international organizations. Undoubtedly, your visit today will contribute to further strengthening cooperation between our countries,” concluded Kassym-Jomart Tokayev.

In turn, Sadyr Japarov thanked for the invitation to visit Kazakhstan on an official visit and the hospitality provided to the Kyrgyz delegation. The President of Kyrgyzstan expressed confidence that today’s meeting will take the allied and strategic partnership between the two states to a qualitatively new level and enrich it with new content.

“The respected Kassym-Zhomart Kemelevich and I discussed in detail political, economic, investment, cultural and humanitarian issues. We held a regular meeting of the Supreme Interstate Council and reached a number of agreements aimed at strengthening our mutual partnership and solving pressing problems of the two countries. As a result of today's negotiations, an Agreement on the Deepening and Expansion of Allied Relations, which meets common interests, was signed. Issues of further strengthening cooperation in the economy, trade, investment and agriculture, implementation of joint projects in the fields of transport and communications, and digitalization were considered. We paid special attention to the efficient use of water and energy resources in the region,” said Sadyr Japarov.

The President of Kyrgyzstan noted with satisfaction the results of the Kazakh-Kyrgyz business forum, held on the eve of his official visit to Astana, as well as the Forum of Interregional Cooperation between Kazakhstan and Kyrgyzstan, held last year in Taraz. According to him, as part of these events, business ties were intensified and important investment agreements were concluded. He also said that the next Forum of Interregional Cooperation will be held this year in Kyrgyzstan.

Following the results of bilateral negotiations, as well as the sixth meeting of the Supreme Interstate Council of Kazakhstan and Kyrgyzstan, the following documents were signed:

1. Agreement on deepening and expanding allied relations between the Republic of Kazakhstan and the Kyrgyz Republic;

2. Decision of the sixth meeting of the Supreme Interstate Council of the Republic of Kazakhstan and the Kyrgyz Republic;

3. Agreement between the Government of the Republic of Kazakhstan and the Cabinet of Ministers of the Kyrgyz Republic on the promotion and mutual protection of investments;

4. Protocol on amendments to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on checkpoints across the state border dated December 25, 2003;

5. Memorandum of Understanding between the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan and the State Agency for the Protection of Personal Data under the Cabinet of Ministers of the Kyrgyz Republic;

6. Memorandum of understanding and cooperation between the Ministry of Industry and Construction of the Republic of Kazakhstan and the State Agency for Architecture, Construction and Housing and Communal Services under the Cabinet of Ministers of the Kyrgyz Republic;

7. Action plan (Road map) for the development of automobile checkpoints on the Kazakh-Kyrgyz border for 2024-2027.
