Representatives of the MDDIAI RK spoke about the Concept of Artificial Intelligence Development

Today on the platform of the Central Communications Service, representatives of the MDDIAI RK spoke about the Concept of Artificial Intelligence Development.

The event was attended by Gizzat Baitursynov, Chairman of the Committee for Artificial Intelligence and Innovation Development of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, Rustem Bigari, General Director of the Digital Government Support Centre, Madina Abdrakhmanova, Deputy Director for External Relations of the ISSAI Institute at NU, and Dmitry Mun, Acting Chairman of the Board of Directors of NIT JSC.

The speakers spoke about the strategic approach to the introduction of artificial intelligence in Kazakhstan, the activities of the Artificial Intelligence Committee and the construction of technological infrastructure for the development of AI.

Gizzat Baitursynov, Chairman of the Committee for Artificial Intelligence and Innovation Development of the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, noted that the Committee for Artificial Intelligence and Innovation Development under the MDDIAI RK was established to coordinate and effectively implement the government's policy to support the development of artificial intelligence.

The speakers spoke about the strategic approach to the introduction of artificial intelligence in Kazakhstan, the activities of the Artificial Intelligence Committee and the construction of technological infrastructure for the development of AI.

Gizzat Baitursynov, Chairman of the Artificial Intelligence and Innovation Development Committee of the Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan, noted that the Artificial Intelligence and Innovation Development Committee under ICRIAP was established to coordinate and effectively implement the government's policy to support the development of artificial intelligence.

‘The main tasks of the Committee are to build infrastructure with computing power, create a Kazakh language model KazLLM, create conditions for safe, responsible and ethical use of AI, application of AI in industries, as well as human capital development. In general, the Committee's activities will be aimed at the development of digital technologies, integration of various digital projects, digital transformation and development of digital solutions,’ said Gizzat Baitursynov.

Also, the Concept of Artificial Intelligence was presented. Its main goal is to create an AI ecosystem, focusing on the widespread introduction of AI technologies in economic sectors and public administration.

As part of infrastructure development, such systemic measures are envisaged as: placement of a supercomputer in Kazakhstan, construction of data processing centres (DPCs) in partnership with international partners, creation of a national AI platform and development of FOCL.  

As part of human capital development, a comprehensive innovation infrastructure is being developed for the development of the AI ecosystem.

For example, there are plans to launch programming schools across the country with a peer-to-peer methodology based on hands-on learning through the implementation of projects without the participation of teachers. This promotes student interaction and a research-based approach.

Collaboration with international companies and institutes to set up research centres in the country will enable AI scientists to work with cutting-edge partners.

Organising and participating in various national and international events such as forums and conferences, demo days, scientific conferences, regional roadshows, exhibitions and hackathons is an important tool for large-scale engagement. The target will be to increase the percentage of universities teaching AI from 20 per cent in 2025 to 60 per cent in 2029.

Acceleration programmes will create a multiplier effect through the growth of entrepreneurial activity in the IT market.

In order to reach out to the business community as widely as possible, an AI ecosystem should be created with availability of computing power, database, data sets, cloud computing incentives, etc.

As part of the development of the ecosystem, a National AI team of Kazakhstan specialists working in international companies (Microsoft, Google, Booking, etc.) has been formed.

Until 2029, the goal is set - at least 25 realised AI products in the sectors of economy annually.
