More than 1,000 ethnic Kazakhs have received kandas status since the beginning of 2025

In 2025, 1,070 ethnic Kazakhs returned to their historical homeland and received kandas status. Since 1991, more than 1.149 million ethnic Kazakhs have returned to the republic. More than half (51.9%) of the kandas who arrived in Kazakhstan this year are from China, 37.5% from Uzbekistan, 7.1% from Turkmenistan, 1.8% from Russia, and 1.7% from other countries.

As of February 1, 2025, 60.2% of ethnic migrants are of working age, 32.9% are minors, and 6.8% are retirees.

Among working-age kandas, 16.7% have higher education, 32.9% have specialized secondary education, 48.4% have general secondary education, and 1.9% have no formal education.

The arriving ethnic Kazakhs have settled in various regions of the republic.

At the same time, the following labor-deficient regions have been designated for the resettlement of kandas: Akmola, Abai, Atyrau, Kostanay, Pavlodar, East Kazakhstan, West Kazakhstan, and North Kazakhstan regions.

The quota for the resettlement of kandas in these regions for 2025 is 2,309 people. As of February 1, 2025, 171 kandas have already been relocated to these regions.

Kandas resettling in these designated regions receive government support measures, including a one-time relocation subsidy of 70 MRP (275,200 KZT) for the head of the family and each family member, as well as monthly subsidies for housing rental and utility payments for one year, ranging from 15 to 30 MRP (59,000 to 118,000 KZT).

Additionally, to enhance the effectiveness of voluntary resettlement, institutional measures have been implemented to support employers participating in the relocation of citizens and kandas to labor-deficient regions. An economic mobility certificate has been introduced, allowing for the purchase or construction of housing or covering part of the initial down payment on mortgage loans. This is provided on a non-repayable and non-refundable basis, covering up to 50% of the housing cost, or up to 4.56 million KZT per family.
