In his speech, President Kassym-Jomart Tokayev noted the role of maslikhats as an important branch of government. He recalled that following the referendum in 2022, amendments were made to the Constitution. The role of Parliament has been significantly strengthened, specific measures have been taken to improve the activities of all branches of government, including local representative bodies.
Further, the President outlined a number of tasks that will allow deputies to perform the functions of representative power at the proper level and in accordance with the aspirations of the people. In particular, he pointed out the need for a systematic increase in the level of competence of maslikhat deputies.
According to Kassym-Jomart Tokayev, an important task is to expand the levers of influence of maslikhats on economic policy in the regions.
- Currently, new Budget and Tax Codes are being developed. When working on them, it is necessary to take into account the specifics of the local government reform. The government should review the mechanism for forming and spending the budget of rural akims. Specific proposals are needed to increase the financial independence of local governments. It is important that members of maslikhats actively participate in the discussion of draft codes. It is necessary to distribute local budget funds correctly and effectively. I ask the deputies to approach this issue very seriously, - the President said.
As the President emphasized, the system of direct elections of akims of villages, districts and cities of regional significance has opened the way to the establishment of a new political situation in the country.
- Representatives of a new generation are coming to local government bodies.Many akims, who came from among entrepreneurs, public activists, and young people, are currently undergoing training and gaining experience in governing the country. They are entrusted with operational decisions and ensuring the timely organization of work. This was evident in the winter, when a difficult situation developed in the heat and power industry. Spring floods also clearly demonstrated who is capable of what. Active citizens who care about the fate of their country should become akims. It is precisely such people who need comprehensive support. It is especially important that maslikhat deputies and akims work in a coordinated manner, because they can be called the two pillars of the state in the regions, the Head of State said.
Kassym-Jomart Tokayev emphasized the importance of the upcoming national referendum, which is another clear manifestation of the concept of a "listening state".
In conclusion, the Head of State recalled that democracy is not a result, but a process in which one must regularly participate, and it is the active participation of citizens that determines the development and viability of any successful democracy in the world. Kassym-Jomart Tokayev pointed out that our common duty is to create a solid foundation for future generations. In this context, he emphasized that ensuring the safety of children, protecting their rights, creating favorable conditions for their harmonious development is the most important priority of state policy.
The President especially noted that the foundation of a happy childhood is the institution of the family, and called on all parents not to neglect the issues of raising their children.He expressed concern that the younger generation's dependence on digital technology and excessive fascination with the virtual world is becoming a real disease, and stated the need to popularize real heroes among children and teenagers.
