Vice Minister of Science and Higher Education Talgat Yeshenkulov explained at a meeting of the Majilis to whom the state will accrue start-up educational capital under the Keleshek program, a correspondent for the Kazinform agency reports.

— The bill provides that start-up educational capital will be accrued from budget funds when the child turns 5 years old. As previously announced, the size of the start-up capital will be 60 MCI. In this regard, I have several questions. If a child turns 6, 7 or older, will the start-up capital be accrued for him? And if citizens have an account within the current state educational savings system, will they be able to switch to the Keleshek project without losing all savings and accrued rewards and receive start-up educational capital? , — asked MP Vera Kim.
The vice minister replied that children over 5 years old will not be able to receive start-up capital.

— In the bill, we provided for the accrual of start-up capital from 5 years old. For children who are 6, 7 or older at the time of the law's adoption, no start-up capital is provided for them. The first reason is that we have modeled this system, and to accumulate the necessary amount to obtain higher education, an average of 13 years is needed; less than that will no longer be able to achieve the set indicator. And secondly, those accounts that are open will be transferred, but only those children who are 5 years old at the time of the law's adoption will receive the start-up capital, said Talgat Yeshenkulov.Earlier, the Mazhilis approved in the first reading amendments to some legislative acts on issues of eliminating unnecessary (excessive) legislative regulation of norms in the areas of information, social development, culture and archival affairs.
In particular, the bill provides for legal regulation of the activities of the Unified Voluntary Accumulative System "Keleshek", the creation of which the President announced in his Address "Economic Course of a Fair Kazakhstan".
