Kazakhstan and Qatar Implement Labor Cooperation Agreement

The Ministry of Foreign Affairs of the State of Qatar has sent a formal written notification through diplomatic channels confirming the completion of internal procedures for the entry into force of the Agreement between the Government of the Republic of Kazakhstan and the Government of the State of Qatar on the regulation of the employment of Kazakhstani workers. Consequently, this agreement has officially taken effect.

The document was originally signed on February 14, 2024, during the Head of State's official visit to Doha. In 2025, the draft law on the ratification of the agreement was approved by both chambers of the Parliament of the Republic of Kazakhstan, passing in the Mazhilis on September 10 and in the Senate on October 9, before being signed into law by the President of Kazakhstan on October 20.

The agreement is designed to establish secure and transparent employment conditions for citizens of Kazakhstan in Qatar while ensuring their legal and social protection. The document formalizes a clear procedure for the exchange of recruitment requests, the verification of professional qualifications, and the conclusion of employment contracts. Under the standard labor contract, the agreement guarantees Kazakhstani workers specific social and labor rights, including coverage for airfare, accommodation, and medical services. Furthermore, it defines explicit terms regarding working conditions, leave, and remuneration, while protecting workers' interests in the event of early contract termination.

To monitor the implementation of these provisions, a joint committee will be established, comprising representatives from the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan and the Ministry of Labor of the State of Qatar. All vacancies provided by Qatari employers will be published on the official portal, migration.enbek.kz, ensuring that Kazakhstani citizens have transparent and official access to employment opportunities in the State of Qatar.

Currently, the Ministry of Labor is working toward concluding similar memorandums and agreements to regulate labor activity and protect the rights of migrant workers with the Republic of Korea, Saudi Arabia, the United Arab Emirates, Slovakia, Japan, Sweden, Italy, Norway, Poland, the Czech Republic, Romania, and Finland. According to data for the first nine months of 2025, approximately 156,700 Kazakhstani citizens are working abroad. The largest numbers are employed in the Russian Federation (128,800), the Republic of Korea (15,200), Poland (2,600), and the United Kingdom (1,400).
