Today, the six nations leading the global initiative to strengthen political commitment to International Humanitarian Law (IHL) announce that a high-level conference on humanity during wartime will be held in the Hashemite Kingdom of Jordan in the fourth quarter of 2026.
His Majesty King Abdullah II bin Al Hussein of the Hashemite Kingdom of Jordan, along with the leaders of Brazil, Kazakhstan, China, France, and South Africa - in partnership with the International Committee of the Red Cross (ICRC)—invite world leaders to unite at this critical juncture. We must collectively reaffirm that the rules of war are fundamental to preserving our shared humanity during armed conflict and that they must be upheld on a universal, impartial, and consistent basis.
Driven by a profound sense of responsibility and an urgent need to end the atrocities, unimaginable human suffering, and devastation caused by war, Brazil, Jordan, Kazakhstan, China, France, and South Africa, together with the ICRC, launched this global initiative in September 2024 to bolster political commitment to IHL.
To date, 99 nations representing every region of the world have formally joined the initiative, while 27 countries are co-leading seven thematic workstreams. These workstreams are developing practical recommendations to enhance compliance with International Humanitarian Law and address the challenges posed by the evolving nature of modern warfare. We call upon all states to join these efforts and unite under our shared responsibility to prevent atrocities and protect humanity in times of war.
