The Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan (MLSPP) issues a reminder that Kazakhstani citizens working illegally in the Republic of Korea may voluntarily depart the country without fines or subsequent entry bans until the end of February 2026.
As previously reported, the agreement to extend the timeframe of the Voluntary Departure Program (hereinafter referred to as the "Program") was reached between the MLSPP of Kazakhstan and the Ministry of Justice of the Republic of Korea. These measures resulted from high-level negotiations conducted in 2025 focused on reducing illegal migration and safeguarding the rights of Kazakhstani citizens abroad.
These measures aim to mitigate legal consequences and support individuals seeking to regularise their status. The Program does not apply to:
Individuals who have committed criminal offences;
Those subject to mandatory deportation orders;
Foreign nationals who entered illegal status after December 1, 2025.
Participation Requirements and Procedures: To participate in the Program, applicants must provide a valid passport, a formal declaration of voluntary departure, and a confirmed airline ticket. Preliminary notification must be submitted to the immigration offices of the Republic of Korea between 15 and 3 days prior to the scheduled departure date.
The MLSPP strongly advises citizens of Kazakhstan to seek overseas employment exclusively through legal channels. Adherence to legal procedures is essential to avoid the risks associated with illegal migration, including deportation, substantial fines, restriction of rights, and potential labour exploitation.
Citizens are urged to utilise only official and verified employment channels, such as:
Licensed private employment agencies;
State-sponsored labour programs;
Official offers from verified foreign employers.
