By order of the Acting Minister of Labour and Social Protection of the Population of the Republic of Kazakhstan, the regional admission quota for kandas (ethnic Kazakhs returning to their ancestral homeland) and resettlers for 2026 has been set at 8,278 individuals.
The objective of this order is to ensure the optimal distribution of kandas and resettlers across regions designated by the Government of the Republic of Kazakhstan.
The 2026 regional quota is distributed as follows:
For Kandas (2,281 total): Pavlodar Region – 977; Akmola Region – 285; Abai Region – 264; East Kazakhstan Region – 200; North Kazakhstan Region – 200; Kostanay Region – 200; Atyrau Region – 125; West Kazakhstan Region – 30.
For Resettlers (5,997 total): North Kazakhstan Region – 2,820; Pavlodar Region – 1,655; East Kazakhstan Region – 600; Kostanay Region – 485; Abai Region – 275; Ulytau Region – 125; Karaganda Region – 37.
Individuals included in the regional admission quota are eligible for the following state support measures:
Relocation subsidies: A lump-sum payment of 70 Monthly Calculated Indices (MCI) per family member.
Housing and utility subsidies: Monthly payments ranging from 15 to 30 MCI per family to cover rent and utility costs.
Employer subsidies: Payments of 400 MCI to employers facilitating the resettlement process.
Vocational training: Referrals to short-term professional training programs.
Employment assistance: Support in job placement or the development of entrepreneurial initiatives.
Economic mobility certificates: Provided for the purchase of housing.
