Kazakhstan Expresses Readiness to Participate in the Development of a Turkic Large Language Model

Kazakhstan has expressed its readiness to take an active part in developing a Turkic Large Language Model (LLM) that will unite the scientific potential of Turkic-speaking countries in the field of artificial intelligence. This was announced by Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan Zhaslan Madiev during a meeting with the Minister of Digital Development and Transport of the Republic of Azerbaijan Rashad Nabi oglu Nabiyev in Astana.

“Digital sovereignty remains a top priority, particularly in the field of artificial intelligence, where the national specificity of data and the uniqueness of datasets play a key role. The development of domestic AI platforms requires models adapted to the country’s needs and culture. In Kazakhstan, we have already developed large language models such as KazLLM and AlemLLM, including models in the Kazakh language. We are ready to apply our accumulated experience and contribute to the creation of a Turkic large language model that will consolidate the scientific potential of Turkic countries,” noted Zhaslan Madiev.

According to the Minister, Kazakhstan possesses the necessary technological infrastructure to implement such projects. In July 2025, the National Supercomputing Center Alem.Cloud, the largest computing cluster in Central Asia, was launched. It enables the training and deployment of advanced AI models, as well as world-class scientific and engineering computations.

Kazakhstan and Azerbaijan are actively enhancing cooperation between IT companies, research centers, and startups through Astana Hub and the Silkroad Innovation Hub in the United States. A number of Azerbaijani startups have successfully completed acceleration programs at Astana Hub, including Tryverse, Metatesk, Voiceloft, and Tripsome.com. These companies are implementing projects in Azerbaijan and demonstrate high scalability potential.

Kazakhstani IT companies are also continuing to enter the Azerbaijani market. At the IT exhibition held in conjunction with the state visit, they will present the results of their activities.

  • Qalan – a platform and mobile application for learning mathematics with elements of gamification and mentorship. Over 1,000 students in Azerbaijan are studying on the platform.

  • JET – Kazakhstan’s leading micromobility company, operating in Azerbaijan since 2022. The service has more than 216,000 users and over 3 million rides.

  • SmartWaterLevel – a water monitoring project, with a pilot implemented on the Turyanchay Sol Sakhil canal (project value – USD 1 million).

  • Sergek Patrol Bus – a national AI-based “smart city” platform, installed in Baku on the BakuBus 7A route.

“We are confident that this visit will give a new impetus to strengthening mutual cooperation and expanding interaction between our ecosystems. We look forward to further collaboration through Astana Hub and the Silkroad Innovation Hub, as well as to the active participation of Azerbaijani startups in global acceleration programs,” emphasized Madiev.

It is important to note that artificial intelligence has been identified in Kazakhstan as one of the priorities of state policy. The Law on Artificial Intelligence is currently being developed to establish a legal framework for the safe and ethical use of AI. To ensure strategic coordination, the Council for AI Development has been established under the President of Kazakhstan, comprising leading global experts such as Kai-Fu Lee, Peter Norvig, and Professor Paul Kim, among others.

In 2025, the Alem.AI International Center for Artificial Intelligence was inaugurated in Astana. The center integrates education, research, and startup support, and serves as a platform for cooperation with global partners, including Telegram, Microsoft, Google, Apple, Huawei, and others.

Human capital development is being supported through programs such as Tech Orda and TechnoWomen, aimed at training IT specialists and promoting women’s participation in the digital economy.

During the meeting, the parties also discussed key areas of cooperation, including the construction of a Kazakhstan–Azerbaijan subsea fiber-optic communication line, the strengthening of collaboration between Astana Hub, Silkroad Innovation Hub, and Azerbaijani partners, the development of the venture market and Alem Ventures fund, the implementation of joint AI and satellite initiatives under the auspices of the Organization of Turkic States, as well as the establishment of a Regional Center for Digital Solutions for Sustainable Development in Almaty with the support of ESCAP.

As part of the state visit of the President of Azerbaijan Ilham Aliyev to Kazakhstan, memorandums of cooperation in the fields of artificial intelligence and public services were signed at Akorda.
