Implementation of the Roadmap for the Introduction of Artificial Intelligence in Industry Has Begun

26 September 2025

Minister of Industry and Construction Ersain Nagaspayev and Minister of Artificial Intelligence and Digital Development Zhaslan Madiev signed a Roadmap for the introduction of artificial intelligence (AI) in the industrial sector. The document launches a systemic stage of digital transformation in the industry for 2025–2026 and establishes a unified course of action for the state and business. Industrial startups in digital transformation will be launched and tested within the Astana Hub ecosystem.

The signing took place at the industry DEMODAY on digital transformation, where the best industrial solutions using AI were presented. The event brought together government agencies, enterprises, and IT companies, confirming readiness to move from pilot projects to large-scale implementation.

The Roadmap sets deadlines and target indicators for the implementation of AI. The document provides for:

✓ systemic conditions (regulation, incentives, access to computing power and production data);
✓ implementation ecosystem (mechanisms for selecting, accelerating, and scaling projects at enterprises);
✓ workforce training (retraining of specialists for new digital roles);
✓ applied projects at plants (integration of AI into production processes with transparent performance indicators).

The signing of the Roadmap corresponds to the priorities outlined by the Head of State in the 2025 Address: “Based on large-scale digitalisation and active introduction of artificial intelligence technology, we must modernise the economy.”

The coordinator of implementation in the industrial sector is the Ministry of Industry and Construction, which is responsible for the practical execution of projects at enterprise sites and achieving target indicators. The Ministry of AI and Digital Development ensures technological policy, infrastructure development, and coordination with the national IT ecosystem and sectoral regulators.

“Artificial intelligence opens new horizons for Kazakhstan’s industry. Our task is to move from individual experiments to systemic implementation, increase production efficiency, and strengthen the country’s position as a technological leader in the region,” noted Minister of Industry and Construction Ersain Nagaspayev at the event.

According to the Ministry of Industry and Construction, the level of digitalisation of the manufacturing sector has been steadily growing: the share of enterprises implementing automation systems increased from 12.9% in 2022 to 19.2% in 2024. In 2025, this figure is expected to reach 23%. At the same time, technologies of the industrial internet of things (IIoT), big data analytics, robotics, and augmented and virtual reality are being actively introduced.

The implementation of the Roadmap will increase productivity and safety, reduce costs and timelines, strengthen the export potential of the industry, and accelerate the launch of high-tech areas — including deep processing and critical materials projects. Special emphasis is placed on workforce training and skills upgrading, so that technological changes are accompanied by the growth of competencies and the quality of jobs.
