A breakthrough in the global rankings: what was 2024 like for the creative industries?

The Ministry of Culture and Information of the Republic of Kazakhstan summarises the results of its activities for 2024. We present the key achievements in the creative industries.

The development of creative industries is under special control of the Head of State.

‘I am confident that the creative industries will become one of the most important points of economic progress of the country’, - said Kasym-Jomart Tokayev at the third meeting of the National Kurultai.

The year 2024 for the sphere of creative industries of Kazakhstan was marked by a breakthrough in the world rating Global Innovation Index-2024 - the country rose from 93 to 65th place in the indicator ‘Creative goods and services’.  

Such dynamics is the result of systematic work and government support.  The Ministry of Culture and Information has developed a separate package of measures for the development of the creative economy.

One of the first tasks of the ministry was to remove creators from the shadow economy. To this end, 40 types of creative activities were included in the register, which are subject to a special tax regime. Businesses are exempt from all types of taxes (CIT, IPN, VAT) and pay a single tax - 2-4% for IEs, 8% for LLPs.

As a result, today about 135 thousand Kazakhstani people are employed in creative industries. Their number is expected to double by 2029.

Creative products and services are originality, innovation and high value of human labour. The task of the state is to ensure the security and protection of intellectual property. In this direction there is close cooperation with the World Intellectual Property Organisation (WIPO): training seminars and trainings are held. Also with WIPO, the Ministry of Foreign Affairs and the Ministry of Justice it is planned to launch an educational platform for Kazakhstani creators.

To support the commercialisation of creative goods and services, an agreement has been reached to place them on the marketplace of one of Kazakhstan's banks.

Another important point is the creation of infrastructure for creators.  On the instructions of the President, hubs are being systematically opened in all major cities of Kazakhstan. At the moment such hubs are already operating in Astana, Almaty, Turkestan, Shymkent, Atyrau, Kyzylorda, Petropavlovsk, Aktobe and Almaty region.

A Corporate Fund is also in the process of creation. The main task of the Fund will be to promote creative goods and services in the international market, support talents, export and commercialisation of products and results of intellectual activity.
