Kazakhstan updates citizenship examination rules

27 August 2025

Kazakhstan has revised the requirements for citizenship examinations. A new decree signed by the Minister of Science and Higher Education changes the assessment system, Tengrinews.kz reports.

To successfully pass the test, applicants must now achieve:

  • 15 points in the state language (previously 36);

  • 20 points in the Constitution (previously 9);

  • 15 points in the history of Kazakhstan (unchanged).

The decree enters into force on August 26, 2025.

The changes shift the emphasis from language proficiency to constitutional knowledge. While the examination remains mandatory, the new structure aims to create a more balanced evaluation of applicants, with reduced focus on language scores and greater weight placed on understanding citizens’ rights and responsibilities.
