Kazakhstan Showcases Digital Future at UN Conference in Avaza

The Kazakh delegation took part in the Third United Nations Conference on Landlocked Developing Countries (LLDC), held in the Avaza resort area under the theme “Advancing Progress through Partnerships.”

The official opening ceremony featured welcoming remarks by UN Secretary-General António Guterres and President of Turkmenistan Serdar Berdimuhamedov. The conference brought together representatives of 32 LLDCs, international organizations, heads of state, as well as ministers responsible for digital development, economy, transport, and infrastructure. The program includes plenary meetings, high-level sessions, and youth, parliamentary, and civil forums.

As part of the exhibition program, Kazakhstan presented the conceptual exposition NOMADS: Traditional and Digital, designed as a Digital Yurt — a symbol of the integration of the national cultural code with digital technologies. The exposition was visited by President of Kazakhstan Kassym-Jomart Tokayev, the UN Secretary-General, and heads of participating delegations.

Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev delivered a presentation on Kazakhstan’s key digital initiatives, emphasizing the importance of digital sovereignty, international technological cooperation, and the ethical implementation of artificial intelligence.

“Kazakhstan is a country where respect for tradition is harmoniously combined with technological progress. We are pleased to share our experience and digital solutions with partner countries within the UN framework,” noted Zhaslan Madiev.

Within the framework of the Third LLDC Conference, Kazakhstan introduced a set of strategic initiatives showcasing the country’s large-scale digital transformation in artificial intelligence, GovTech, and sustainable development.

One of the flagship projects is Alem.AI, an international artificial intelligence center established by order of the President of the Republic of Kazakhstan. In 2025, the center will become a regional hub for startups, researchers, and IT professionals, offering a platform for collaboration and innovation.

In addition, Zhaslan Madiev announced the launch of Central Asia’s first and largest supercomputer cluster, hosted at a Tier 3 data center. This initiative aims to strengthen digital sovereignty and develop IT infrastructure, providing high-performance computing resources to startups, research centers, universities, government agencies, and businesses.

Among the notable achievements is the National AI Platform, comprising more than 100 AI agents that automate key processes in e-government systems, including Egov and e-Otinish. Leveraging open-source solutions, the platform has reduced the administrative burden on government bodies and improved service accessibility for citizens.

Special attention was given to the Digital Family Map (DFM), a project implemented in partnership with UNDP. This is a scoring model based on the Smart Data Ukimet system, aggregating real-time data from over 120 sources. More than six million families have been assessed on a five-point well-being scale using over 100 indicators. The model enabled the transition to proactive service delivery — over 4.5 million such services have already been provided without requiring citizens to apply. Integrated AI tools analyze socio-economic trends, generate recommendations for regional governors, and continuously improve through training on regional case data, thereby enhancing the accuracy and efficiency of social support measures.

On the international stage, Kazakhstan is actively developing GovTech partnerships, exporting digital solutions to Tajikistan, Togo, and other countries. Simultaneously, infrastructure is being established for the exchange of open-source solutions and the dissemination of digital public goods across the region.

Kazakhstan continues to strengthen its position as a regional digital hub, open to cooperation, knowledge exchange, and the creation of technological alliances aimed at advancing the Sustainable Development Goals.
