As part of efforts to strengthen Kazakhstan–China economic cooperation, the implementation of an innovative pilot project, “Smart Customs,” has commenced at the Bakhte (Republic of Kazakhstan) – Pokitu (People’s Republic of China) border crossing points. A key element of this initiative will be the introduction of driverless freight transportation, aimed at improving efficiency and digitalizing customs logistics.
The project was agreed upon during a working meeting between Zhandos Duisembiev, Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, and Mr. Zhi Xianwei, Secretary of the Party Committee of Tacheng City (Xinjiang Uyghur Autonomous Region).
The parties signed a cooperation agreement, which provides for joint work on the project, coordination of actions, and exchange of experience in the digitalization of customs and logistics processes.
The “Smart Customs” project incorporates several advanced solutions designed to make border crossings faster and more convenient. Instead of drivers, goods will be transported by autonomous vehicles capable of crossing the border automatically.
In addition, a unified electronic declaration recognized by both countries has been introduced. Documentation and cargo handling will become fully digitalized. Freight movement will operate around the clock, with minimal human involvement, thanks to automated navigation and control systems.
Expected outcomes include:
An increase in cargo flow to 10 million tons per year;
Significant reduction in customs clearance time;
Lower transportation costs;
Enhanced transparency and security of logistics operations;
Alleviation of road infrastructure congestion and development of logistics hubs;
Promotion of agricultural exports, including grain, oilseeds, meat, and processed products.
The “Smart Customs” initiative will help modernize border infrastructure, create new jobs, and attract investment. The project will also facilitate the expansion of trade with China and strengthen Kazakhstan’s position as a key transit hub in Central Asia.
