Starlink Officially Launches in Kazakhstan

The Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan and Starlink (a subsidiary of SpaceX) have signed an agreement under which Starlink will comply with the national legislation of the Republic of Kazakhstan in providing satellite internet services within the country.

The agreement provides for the official launch of Starlink satellite terminal sales to the public in Kazakhstan, with the rollout expected to begin in the third quarter of 2025.

The implementation of the project marks a significant step toward delivering high-speed satellite internet to remote and hard-to-reach regions of the country. This initiative will enhance digital connectivity and open up new opportunities for the development of telecommunications infrastructure.

Thanks to Starlink’s satellite connectivity, rural schools, healthcare facilities, mobile units, and infrastructure sites—especially in areas where the deployment of fiber-optic networks is economically or technically challenging—will gain access to reliable communication services.

“Kazakhstan is a vast country with a dispersed population. To ensure access to quality internet across all segments of society, we employ a variety of technologies—from fiber optics to cell towers. However, there are still hard-to-reach areas such as pastures, mountain villages, and remote industrial sites. Citizens living in these areas must also have access to reliable communication. Today, technologies that make this possible already exist. Until now, Starlink operated in Kazakhstan in pilot mode, providing internet access only to schools. The general public had no official access. We have now reached an agreement: the company has committed to fully comply with our legislation on information security and communications. This year, they will carry out all necessary measures, enabling our citizens to legally and officially connect to satellite internet,” said Minister Zhassulan Madiyev.

The legalization and official recognition of Starlink equipment use is of particular importance: citizens will now be able to lawfully purchase, operate, and register terminals in accordance with the laws of the Republic of Kazakhstan.

Starlink’s satellite internet service will be delivered through user-operated equipment. Technical and organizational conditions, including service parameters for private users, are currently under review.

All stages of the project will be implemented in compliance with national legislation, including cybersecurity and safety requirements.

The initiative is being implemented as part of the directive of President Kassym-Jomart Tokayev to bridge the digital divide between urban and rural areas and aligns with the goals of the national project Affordable Internet.
