- The program to attract Candace students to the country for education has been in existence since 1994. Special state places have been allocated, but they do not have a clearly defined number. However, at the Kurultai in 2017, our compatriots from abroad made a proposal, and in addition to the quota, a 4 percent quota was allocated within the framework of a special state grant. For example, 88,204 state grants have been allocated this year, 4 percent of them, that is, 3,528 are issued to Kandas abroad. For those who are going to go to college, there is also a 4 percent quota, but the exact number is unknown. It turns out that every year the number of quotas is distributed differently. For example, 539 were allocated in 2020, and 156 in 2021.
But the question here is, what percentage of this quota do we master? Four percent of the allocated quota will also be used, about two thousand. The indicator this year is still unknown, since the UNT will be held only in the near future. In total, 73 thousand grants were allocated last year. Of these, 4 percent – 2,920 were issued to kandas, and the number of test participants – 2,046. Of these, there are only 654 grant holders. That is, we are mastering only 22.4% of the allocated grant.
Now, as for the reasons for this, there is only one main reason. The Kandases are not familiar with our curriculum, they often cannot pass through the History of Kazakhstan. Because the test on the history of Kazakhstan is developed on the basis of a program according to which graduates have studied for at least 5-6 years. This subject is not taught abroad at all. Secondly, the preparation time for testing is also very short. Yes, there is an annual preparation of the fund. But there is also a lot of incomprehensible here. For example, if the state allocates 2,920 grants, we will allocate only 1,300 places for Foundation. That is, only 1,300 people can come and undergo special training. But only 873 Kandas were trained at the foundation program itself. 68 percent of them received grants. But still, 33 percent failed.
First of all, why they could not pass the test, how many of them were trained at the foundation, how many did not-it is necessary to conduct an in-depth study. But the main problem is clear. All this leads to the non-utilization of funds allocated under the 4 percent quota. Therefore, in order to prepare carefully, we need to either extend the foundation time or consider another way. After all, only 67 percent of the budget allocated by the state has been mastered.
In addition to emtihan, we suggest considering other types of exams. In general, in the world practice there is a practice of admission to one country without exams. No exam passes, only must know the language, with its own attest-tat. We also have foreign scholarship programs, about 550 places are allocated to the scholarship program annually. It doesn't matter here whether he is a Candace or not, in general he is treated as a foreigner. Within the framework of this program, 490 places will be allocated for bachelor's degree, 50 for master's degree, 10 for doctoral studies. You do not need to take an exam for this program. They don't ask for any history of Kazakhstan. Therefore, we propose to develop such a special scholarship program for foreign compatriots. That is, it is necessary to evaluate the knowledge of compatriots through an interview, through a certificate at school, to attract more young people. But when they arrive, you definitely need to take a one-year preparatory course, master the language and study the history of Kazakhstan.
Or we had a program called "Serpin", within which it was possible to accept candidates entering the northern regions without UNT. Then we will be able to attract more young people to the north. In addition, within the framework of the academic mobility program, it is possible to attract our compatriots studying abroad to the country. It would also be a great help to provide a free social package, medical insurance, and dormitories to those who came to study.
In principle, there are a lot of ways to solve the problem. Whatever way we have mastered the allocated quota, we must master it. It is wrong for the problem to continue like this every year. What does it show? We do not have a single systematic work to attract young people to the country-Kandasov. So, there is a problem, but the ways to solve the problem really does not work. There are those who want to learn. For example, when we went to Uzbekistan, we conducted a survey. At least four out of ten students surveyed want to study in Kazakhstan. In Uzbekistan, with 370 Kazakh schools, 10,000 graduates graduate annually. Out of 10 thousand graduates, at least 50 percent come and study, and 5 thousand years. There are 43 Kazakh schools in Mongolia, from which 2 thousand graduates leave every year. Last time, many of the guys who came to the camp said they wanted to get a higher education from Kazakhstan.
One of the ways to attract our compatriots abroad is to improve the professional qualifications of teachers, teachers in the field to improve the level of education in schools. For example, there are no teachers in schools in Uzbekistan who would teach subjects such as physics, mathematics. Or the teachers do not have a high professional level. In the shopping center, you can hold special seminars, prepare for testing in this way, and focus on the availability of the following books. Now I think it's no more than one world. We also propose to create an association of Kazakh teachers abroad. It is necessary to organize educational exhibitions abroad.
It is necessary to consider various ways of involving our compatriots abroad in studying in Kazakhstan and systematically solve the problem. You can't sit idly by, thinking that the Candace will come by themselves.
Now one question may arise. What does this give us? First of all, this means an increase in the share of foreigners in our universities. Secondly, the enrolled children will talk more about Kazakhstan when visiting countries. And then we should not forget that even if the grants of children are paid by the state, then their other expenses are paid out of their own pockets, but at least 30-40 percent of what the state pays from its family budget. Then there is a humanitarian effect, which has a positive effect on tourism. In general, the most basic goal is to attract more young people. If young people come and study, then in the future they will have a high potential to stay in Kazakhstan. The probability of adaptation also increases, and I think this is also something that you need to do specifically for one study. For example, what percentage of compatriots who have arrived here plan to stay in Kazakhstan? And accordingly, should special programs be developed for young people studying-Candace? If at least fifty percent of the Kandas youth remain here, then this is already a big indicator.
