For 5 months of this year, 6,300 ethnic Kazakhs received oralman status. This was announced by the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Birzhan Nurymbetov during a reporting meeting with the population at the CCC site.
The head of the Ministry of Labor informed that since 1991, more than 1 million ethnic Kazakhs have returned to their historical homeland and received the status of oralman, which is 6% of the total population of the country.
“As of June 1, 3,245 families (6,361 ethnic Kazakhs) arrived in the republic, 631 families (2,224 people) of oralmans and migrants settled in the receiving regions, these are East Kazakhstan Oblast, North Kazakhstan Oblast, Akmola, Pavlodar, Kostanay oblasts,” he said Birzhan Nurymbetov.
He also noted that on May 13 of this year, the Head of State signed a law to improve migration processes, which provides for: a statement of the concept of "kandas" in a new edition, according to which the main criterion is the fact that an ethnic Kazakh was not previously a citizen of the Republic of Kazakhstan; extension of the oralman status by the local executive body once for a period of not more than six months to expand the possibilities of obtaining citizenship of the Republic of Kazakhstan in a simplified manner; the right of repatriates to simultaneously apply for a permanent residence permit and the acquisition of Kazakhstani citizenship.
Speaking about external labor migration, the minister stressed that the quota for attracting foreign labor (hereinafter - IRS) in 2020 has been reduced by 40% compared to 2019.
“Since the beginning of the year, permits have been issued to attract more than 7.7 thousand IRS units. The employers paid a tax fee in the amount of 2.8 billion tenge. At the same time, companies comply with the requirements for ensuring local content in personnel, the share of which was 96%, ”Birzhan Nurymbetov said.
