Over the past 9 years, 5,726 Kandases have moved to the Pavlodar region. All of them have been provided with relevant payments and types of assistance. This year, 977 Kandases are expected to move to the settlements along the Irtysh River. What types of assistance are available to those included in the quota?
This question was answered by Samal Kadyrova, head of the regional department of employment coordination and social programs.
According to her, the state provides many types of material assistance for the settlers.
— First of all, there is a resettlement subsidy — a one-time payment of 70 monthly calculation indices (MRP) for each family member, followed by a subsidy to cover housing rental costs and utility bills (from 15 to 30 MRP per family). In addition, an economic mobility certificate (in the amount of 1,625 MRP) is also available to the settlers, — says the head of the department.
Every year, a list of settlements is approved in accordance with the regional quota for receiving Kandases and resettlers. It is worth noting here that the settler chooses the settlement for relocation themselves. Our compatriots often give importance to the presence of many relatives and acquaintances in that location.
For example, last year, 1,016 Kandases moved to the region. Most of the Kandases migrated from countries such as China, Turkmenistan, Mongolia, Uzbekistan, Russia, and others. Migration authorities say that in recent years, the number of those coming from China in search of their ancestral homeland has been increasing.
Notably, under the internal migration program, 1,422 people moved to the region in 2025. They were settled in the cities of Pavlodar, Aksu, Ekibastuz, as well as in the Zhelezin, Irtysh, Terenkol, Pavlodar, and Uspen districts.
— Among those who arrived within the framework of internal migration, there are 632 able-bodied people, of whom 176 people were employed (5 people opened private businesses, 23 people received state grants). Out of 545 able-bodied Kandases, 113 people were placed in jobs, while 11 people obtained state grants. Measures for the employment of others have been initiated, — Samal Kadyrova announced.
In total, 5,726 people settled in the region between 2017 and 2025.
