Nearly 800,000 Foreigners Granted Temporary Residence Permits in Kazakhstan

Over the past year, Kazakhstan has issued 792,000 Temporary Residence Permits to foreign nationals and stateless individuals, Minister of Digital Development Zhaslan Madiyev reported during a government meeting, according to Tengrinews.kz.

The minister noted that demand for migration services continues to rise. Currently, 23 government services in the migration sector are available to citizens and organizations, 13 of which are online.
Over the past year, 2.4 million services were delivered digitally.

The most requested services included:
– Issuance of passports and ID cards – 2.9 million
– Residential registration – 2.1 million
– Deregistration – 863,000
– Temporary Residence Permits for foreigners and stateless persons – 792,000
– Issuance or correction of IIN – 95,000

Upcoming digital solutions:
In October 2025, the QazETA mobile app will introduce two new features:

  1. ETA (Electronic Travel Authorization) – entry permits for visa-free countries

  2. E-residency – a service modeled after Estonia and Seychelles, enabling foreigners to register businesses in the AIFC jurisdiction without visiting Kazakhstan

QazETA is a digital platform for foreigners that provides access to visa processing, address registration, transport services, tourism options, investment tools, and emergency contacts.
