More than 10.1 thousand ethnic Kazakhs received the status of kandas in 7 months of this year

  • As of August 1, 2024, 10,134 ethnic Kazakhs have returned to their historical homeland and received the status of kandas. In total, 1 million 138.5 thousand ethnic Kazakhs have returned to the republic since 1991.

  • More than half of the kandas (47.5%) who arrived in Kazakhstan since the beginning of this year are from China, 37% are from Uzbekistan, 5.8% are from Turkmenistan, 5.2% are from Mongolia, 3.2% are from Russia and 1.3% are from other countries.

  • As of August 1, 2024, the number of ethnic migrants of working age is 59%, minors - 31.3% and pensioners - 9.7%.

  • Of the working-age kandas, 17.4% have higher education, 23.8% have secondary specialized education, 54.6% have general secondary education, and 4.2% have no education.

  • The ethnic Kazakhs who arrived settled in various regions of the republic.

  • At the same time, the following labor-deficit regions have been identified for the resettlement of kandas: Akmola, Abay, Kostanay, Pavlodar, East and North Kazakhstan regions.

  • The quota for accepting kandas in the resettlement regions for 2024 is 2,433 people. As of August 1, 2024, 1,937 kandas have been resettled to the resettlement regions.

  • Kandas resettling in the above-mentioned regions are provided with state support measures in the form of a relocation subsidy - a one-time payment of 70 MCI (258.4 thousand tenge) for the head and each family member; for renting housing and paying for utilities - monthly for one year in the amount of 15 to 30 MCI (from 55.3 to 110.7 thousand tenge).

  • Since the beginning of the year, various support measures have been provided to 1,755 kandas.In particular, 479 people were employed permanently.

  • At the same time, in order to increase the effectiveness of voluntary resettlement, institutional measures have been taken to support employers involved in the resettlement of citizens to the northern regions. An economic mobility certificate has been introduced for the purchase, construction of housing or to cover part of the down payment on mortgage housing loans at a time on a gratuitous and non-refundable basis in the amount of 50% of the cost of housing or up to 4.28 million tenge per family.

  • Recall that since 2023, a mechanism for assigning the status of kandas on the principle of "one window" through the embassies of Kazakhstan has been implemented in a pilot mode. As part of the pilot, it is possible to resolve the issue of visiting our country, place of work, housing options and obtain the status of kandas without entering the territory of the republic. To date, 12,495 applications from ethnic Kazakhs have been accepted in the new format.
