2.8 thousand ethnic Kazakhs have received Kandas status since the beginning of 2024

  • As of March 1, 2024, 2,800 ethnic Kazakhs returned to their historical homeland and received kandas status. In total, since 1991, 1 million 131.1 thousand ethnic Kazakhs have returned to the republic.

  • More than half of the Kandas (49.6%) who arrived in Kazakhstan since the beginning of this year are from China, 31.9% from Uzbekistan, 6.8% from Turkmenistan, 6.5% from Mongolia, 3 .9% from Russia and 1.3% from other countries.

  • As of March 1, 2024, the number of ethnic migrants of working age is 58.7%, minors 31.9% and pensioners 9.4%.

  • Of the working-age candidates by level of education, 16.9% have higher education, 21.3% have secondary specialized education, 55.3% have general secondary education and 6.5% have no education.

  • Arriving ethnic Kazakhs settled in various regions of the republic.

  • At the same time, the following labor-scarce regions have been identified for the resettlement of Kandas: Akmola, Abay, Kostanay, Pavlodar, East and North Kazakhstan regions.

  • The quota for accepting candidates in the regions of settlement for 2024 is 2,433 people. As of March 1, 2024, 607 Kandas were resettled in the resettlement regions.

  • Kandas settling in the above regions are provided with state support measures in the form of a realocation subsidy - a one-time amount of 70 MCI (258.4 thousand tenge) for the head and each family member; for renting housing and paying for utilities - monthly for one year in amounts from 15 to 30 MCI (from 55.3 to 110.7 thousand tenge).

  • Since the beginning of the year, various support measures have been provided to 144 candidates.

  • In particular, 143 people were employed on a permanent basis.

  • At the same time, in order to increase the efficiency of voluntary resettlement, institutional measures have been taken to support employers involved in the resettlement of citizens to the northern regions. An economic mobility certificate has been introduced for the purchase, construction of housing or to cover part of the down payment on mortgage housing loans at a time on a free and irrevocable basis in the amount of 50% of the cost of housing or up to 4.28 million tenge per family.

  • Let us remind you that from 2023, a mechanism for assigning canda status is being implemented in pilot mode on the “one-window” principle through the embassies of Kazakhstan. As part of the pilot, it is possible to resolve the issue of visiting our country, a place of work, opportunities for providing housing, and obtaining the status of a candidate without entering the territory of the republic. To date, 6,203 applications from ethnic Kazakhs have been accepted in the new format.
