The Ministry of Transport of Kazakhstan publishes information on ongoing digitalization projects in the transport industry

Kazakhstan’s transport policy is based on the country’s favorable transit location and the historical role of the republic’s territory in ancient trade routes.

The state’s transport strategy is aimed at using geographical advantages and turning Kazakhstan into a transit hub on the Eurasian continent.

Implementation of the strategy requires improvement of transport services and processes towards their acceleration and simplification. The key tool in achieving this goal is digitalization.

Now the Ministry of Transport of the Republic of Kazakhstan is developing a detailed map of digital transformation for a 5-year period and is reengineering the functions and business processes of the transport industry, taking into account existing and new technologies in the IT field.

In the implementation of the Concept for the Development of Transport and Logistics Potential of the Republic of Kazakhstan until 2030, the main emphasis is placed on the implementation of digital solutions for the mutual exchange of information and registration of transportation documents between participants in transportation processes, including control and supervisory authorities.

This year, the ministry has completed the task of switching to the exchange and issuance of electronic foreign permit forms (IBR) in road freight transportation with the Republic of Uzbekistan. In the future, it is planned to scale up this experience; in particular, there is already a verbal agreement with China and Turkey.

In terms of organizing multimodal cargo transportation, the task has been set to ensure “seamless” transit through the introduction of a unified digital platform.International experience is now being studied in detail, and close cooperation has begun with the UAE and Singapore.

In the winter of 2023, trial testing of the Tez Customs multimodal cargo platform, developed by NC KTZ JSC in collaboration with Singaporean PSA, was carried out on two railway routes in Kazakhstan. The pilot project showed the possibility of automatic registration and auto-issuance of a transit declaration during end-to-end transit to third countries. Azerbaijan, Georgia and many Chinese logistics platforms have already joined the project.

The Ministry of Transport also continues to work on creating a national intelligent transport system (ITS), where existing information systems, hardware and software systems and digital projects planned for implementation will be interconnected.

Big data processing, analytics and monitoring in ITS, incl. with the use of artificial intelligence, will allow you to make high-quality management decisions, improve road safety and bring you closer to the transition to automated transport control.

Today, together with interested government agencies, detailed technical documentation for the creation of ITS is being developed. In 2024, it is planned to approve the necessary documents and begin the actual implementation of the project.

At the initial stage, ITS will cover road freight transport, but in the future it will also cover all other modes of transport.The TLP development concept provides for the creation of a unified system by combining the “Unified Transport Document Management System” (motor transport), the “e-Freight System” (air cargo transportation), the “Vessel Traffic Management System” and the “ACS DKR” (railway transportation).
