As of 1 July 2024, 8,758 ethnic Kazakhs returned to their historical homeland and received the status of kandas. A total of 1 million 137.1 thousand ethnic Kazakhs have returned to the Republic since 1991.
More than half of the Kandas (49.5 per cent) who have arrived in Kazakhstan since the beginning of this year are from China, 34.7 per cent from Uzbekistan, 5.9 per cent from Turkmenistan, 5.3 per cent from Mongolia, 3.3 per cent from Russia and 1.3 per cent from other countries.
As of 1 July this year, the number of ethnic migrants of working age is 59%, minors 31.1% and pensioners 9.9%.
Of the Kandas of working age, 17 per cent have higher education, 23.2 per cent have specialised secondary education, 55.2 per cent have general secondary education and 4.6 per cent have no education.
The ethnic Kazakhs who have arrived have settled in various regions of the Republic.
At the same time, the following labour-deficient regions have been identified for the settlement of Kandas: Akmola, Abay, Kostanay, Pavlodar, East and North Kazakhstan regions.
The quota for receiving Kandas in the resettlement regions for 2024 is 2,433 people. As of 1 July 2024, 1,891 Kandas were resettled in the resettlement regions.
Kandas resettling in the above-mentioned regions are provided with state support measures in the form of a relocation subsidy - a lump sum of 70 MRP (258,400 Tenge) for the head and each family member; for rent and utilities - monthly for one year in the amount of 15 to 30 MRP (55,300 to 110,700 Tenge).
Since the beginning of the year, various support measures have been provided to 1,579 Kandas. In particular, 456 people have been employed on a permanent basis.
At the same time, in order to improve the efficiency of voluntary resettlement, institutional measures have been taken to support employers involved in the resettlement of citizens to northern regions. A certificate of economic mobility was introduced for the purchase, construction of housing or to cover part of the down payment on mortgage housing loans in a lump sum on a gratuitous and irrevocable basis in the amount of 50 per cent of the cost of housing or up to 4.28 million tenge per family.
Recall that since 2023 in the pilot mode is realised the mechanism of granting the status of kandas on the principle of ‘one window’ through the embassies of Kazakhstan. Within the framework of the pilot it is possible to solve the issue of visiting our country, place of work, housing opportunities and receive the status of kandas without entering the territory of the Republic. To date, 10,993 applications from ethnic Kazakhs have been accepted in the new format.
