In her speech, the head of the Department of Social Assistance of the MLSP Gulmira Zhakenkyzy noted that social support for families with children is one of the priority areas of state policy.
Support for mothers and children is provided through a multi-level system of social assistance and social insurance. Currently, in Kazakhstan, families with children are paid 5 types of benefits from the republican budget and 2 types of payments from the State Social Insurance Fund (hereinafter referred to as the SSIF).
Thus, the republican budget pays a one-time birth allowance, child care allowance until the child reaches the age of one and a half years, allowances for large families with four or more minor children living together, allowances for mothers with many children who have been awarded the Altyn Alka, Kumis Alka pendants or who have previously received the title of Mother Heroine, awarded the Maternal Glory orders of the 1st and 2nd degrees, and allowances for a person raising a child with disabilities.
For participants in the social insurance system, the State Social Insurance Fund provides social payments in the event of loss of income due to pregnancy and childbirth, as well as social payments in the event of loss of income due to caring for a child until the child reaches the age of 1.5 years."This year, social payments are provided for 3.4 million families for a total of about 1 trillion 660 billion tenge. This is 20% more than was spent last year. Over 2.6 million families have been assigned social benefits or payments in the first 7 months of this year," Gulmira Zhakenkyzy reported.
One-time payments for working women from the State Social Insurance Fund in case of loss of income due to pregnancy and childbirth, the amount of which depends on the average monthly income of the woman over the past 12 months, were received by about 151 thousand people as of August 1. It is expected that this year more than 273 thousand mothers will receive this social payment.
Since January 1 of this year, the amount of the one-time benefit for the birth of a child has increased. For the first, second, third child, it is 140,296 tenge (38 MCI), for the fourth and subsequent child - 232,596 tenge.
For unemployed women, a monthly allowance from the budget for childcare until the child reaches the age of one and a half years is paid depending on the order of birth of the child, with an increase in the amount for the first, second, third and subsequent children - from 21,266 tenge to 32,859 tenge. The amount of social payment from the State Social Insurance Fund is 40% of the average monthly income of working women over the past 2 years.
The speaker spoke in detail about the payment of benefits to large families with 4 or more minor children living together or full-time students under the age of 23.
“The amount of the allowance is differentiated by the number of children - from 59,183 tenge for a family with 4 children to 118,144 tenge for families with 8 children.And for families with even more children, this amount for each child increases by 14,768 tenge. This year, this benefit will be paid to more than 600 thousand families, 474.8 billion tenge have been allocated for these purposes,” Gulmira Zhakenkyzy said.
In order to increase the prestige of mothers with many children, a lifelong monthly state benefit is also assigned, which is paid regardless of income to women awarded with the “Kumis Alka” and “Altyn Alka” pendants.
This year, it is planned to pay this benefit to 238 thousand mothers, 70 billion tenge have been allocated for these purposes in the republican budget.
Within the framework of the Social Code adopted last year, the amount of state benefits for parents raising a child with disabilities was increased. This year, it is planned to pay this benefit to more than 109 thousand people.
In addition, in cases where the income per family member is below the established poverty line, the state provides the family with targeted social assistance. In addition, a monthly additional payment is provided to children aged 1 to 6 years. As of August 1 of this year, targeted social assistance has been provided to more than 370 thousand people.
