In 2024, Social Assistance Was Provided to Nearly 250 Victims of Human Trafficking

In 2024, 247 individuals who fell victim to human trafficking in Kazakhstan received special social services (SSS), with 32 of them successfully employed.

Kazakhstan is implementing the 2024-2026 Government Action Plan for the prevention, suppression, and combating of human trafficking-related crimes. This plan consists of 55 measures, assigned to central government agencies, local executive bodies, the National Chamber of Entrepreneurs "Atameken," and other organizations.

The Ministry of Labor and Social Protection of the Population of Kazakhstan, together with local executive bodies, is implementing measures to provide SSS and facilitate employment for victims of human trafficking.

According to the Social Code, victims of human trafficking are entitled to a guaranteed set of SSS, including social and household assistance, medical, psychological, pedagogical, labor, cultural, economic, and legal support.

The service period is six months, with the possibility of extension up to nine months in cases of ongoing criminal proceedings or hospitalization in a medical institution.

As of January 1, 2025, 13 crisis centers are operating in Kazakhstan to provide specialized social services to victims of human trafficking:

  • 2 centers are state-funded (located in Abai region and Shymkent).
  • 11 centers operate under the state social order program (located in Akmola, Aktobe, Zhambyl, Zhetisu, Karaganda, Kostanay, Kyzylorda, North Kazakhstan, and Turkestan regions (2 centers), as well as Astana).

According to local executive bodies, in 2024, assistance was provided to 247 victims, including 114 foreign nationals.

Additionally, by the end of 2024, 32 victims of human trafficking were employed, including 4 foreign nationals.

Employment support is provided through:

  • Job placement in vacant positions via employment services.
  • Active employment promotion measures, such as:
    • Entrepreneurship support, including online business training under the "Bastau Business" project and grants of up to 400 MCI for socially vulnerable groups.
    • Subsidized employment programs, such as Youth Practice, "First Workplace," and "Generations Contract" projects.
    • Short-term vocational training, including on-the-job training with employers and customized courses through educational institutions and online platforms.

It is important to note that all employment assistance measures are provided upon request. To access them, individuals must contact the career center at their place of residence, without the need to disclose their status as a victim of violence or human trafficking. All services are confidential and provided without additional clarification of circumstances.

For reference, from 2024 to 2025, the Ministry of Labor and Social Protection of the Population of Kazakhstan is chairing the Interdepartmental Commission on Combating Illegal Trafficking of Persons.
