Since 2023, as part of the implementation of the Concept of Migration Policy of the Republic of Kazakhstan for 2023-2027, economic mobility certificates (hereinafter referred to as EMC) have been introduced to stimulate voluntary resettlement from labor-surplus to labor-deficit regions. Certificates are provided to kandas and internally displaced persons who have moved to a permanent place of residence in the regions of resettlement determined by the Government, and provide financial assistance in acquiring housing. To date, EMCs have been issued to 1,246 families.
Certificates are provided one-time, free of charge and non-refundable, in the amount of 50% of the cost of housing or up to 4.2 million tenge per family.
Financial assistance is provided in the form of a monetary obligation of the local executive body for the purchase, construction of housing or to cover part of the down payment on mortgage housing loans when purchasing housing under the mortgage program approved by the National Bank and (or) the state housing construction program approved by the Government.
For the purchase of housing, the EMS is provided upon availability of a preliminary agreement or a housing purchase and sale agreement.
When building housing, the EMS is provided taking into account the availability of land plots for the construction of individual residential buildings in accordance with the land and other legislation of the Republic of Kazakhstan.
To use the EMS as part of the down payment when purchasing housing, it is necessary to provide a letter from a second-tier bank on approval of the issuance of a housing loan.In this case, the certificate of economic mobility is provided for the purchase of housing only in the settlement of permanent residence in the region of arrival.
We remind you that in addition to the certificate of economic mobility, migrants are also provided with the following measures of state support:
1) Relocation subsidy - one-time in the amount of 70 MCI for the head and each family member (258,440 tenge);
2) Subsidy for renting housing and paying for utilities - monthly, for 12 months in the amount of 15 to 30 MCI depending on the number of family members and the settlement (from 55,380 tenge to 110,760 tenge);
3) Referral for short-term vocational training;
4) Assistance in employment or in the development of entrepreneurial initiative;
5) An employer providing assistance in interregional resettlement is provided with a one-time employment subsidy in the amount of 400 MCI for each employee hired, subject to permanent employment for a period of at least 2 years and provision of housing (1,476,800 tenge).
