Kazakhstan Becomes First in Central Asia to Implement ChatGPT Edu in Education

OpenAI has announced the launch of the inaugural international cohort of the Edu for Countries initiative as part of the global OpenAI for Countries program, according to a report by Kazinform citing the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The first wave of participating countries includes Estonia, Singapore, the United Arab Emirates, Jordan, Greece, and Kazakhstan.

Kazakhstan's inclusion in the initiative marks the beginning of the systemic integration of ChatGPT Edu - a specialised educational version of artificial intelligence—into the national education system. Kazakhstan is the first country in Central Asia to join this prestigious international program.

"Participation in 'Edu for Countries' is of strategic importance for the nation's educational policy. Amid global discussions regarding the impact of AI on learning, Kazakhstan maintains the position that AI does not replace the teacher but rather enhances their professional capabilities. The implementation of ChatGPT Edu is aimed at reducing administrative and methodological burdens on educators and creating conditions for higher-quality, personalized learning," the Ministry stated.

The project is being implemented under the agreements reached following the Memorandum of Cooperation signed on November 6, 2025, during the Head of State’s visit to the United States. The master agreement was concluded between OpenAI, Inc., Freedom Holding Corp., and the regional partner Bilim Group. Notably, the project is funded entirely by private investment without the use of state budget funds or external grants, highlighting strong support from the business community.

"Kazakhstan’s joining of the first international cohort of 'Edu for Countries' coincides with the Year of Artificial Intelligence and Digitalization and reflects our systemic approach to integrating AI into key sectors. We view ChatGPT Edu as a practical tool for supporting educators and advancing the research environment. The program is being implemented in accordance with national educational standards, security requirements, and the principle of equitable access," noted Zhaslan Madiyev, Deputy Prime Minister and Minister of AI and Digital Development of the Republic of Kazakhstan.
