Kazakhstan and OpenAI Signed a Memorandum to Develop Education through Artificial Intelligence

In Washington, the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, the Ministry of Science and Higher Education of the Republic of Kazakhstan, Kazakhtelecom JSC, Freedom Holding Corp., and OpenAI, Inc. signed a Memorandum of Understanding aimed at advancing education and digital skills through the use of artificial intelligence technologies. The document lays the foundation for long-term cooperation in integrating AI solutions into Kazakhstan’s education system.

Under the agreement, educators in Kazakhstan will gain access to ChatGPT Edu — a specialised version of ChatGPT designed for educational institutions. This tool is developed for broad educational use and provides access to OpenAI’s most advanced models with high standards of security, data protection, and administrative control. ChatGPT Edu includes advanced features such as data analysis, document summarisation, and the creation of personalised GPT assistants to help teachers save time by automating routine administrative tasks.

In accordance with the Memorandum, no fewer than 165,000 OpenAI licenses will be provided annually for teachers over the next three years.

The initiative supports Kazakhstan’s national strategy for digital transformation and human capital development, providing educators with access to cutting-edge global technologies. Implementation of the agreement will foster innovative thinking, critical analysis, and creativity among students, while enhancing the digital competencies of teachers across the country.
