On 12 December 2024, the International Forum ‘Challenges and priorities for the development of Kazakhstani science’ was held in Almaty. The event was organised by the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan.
The purpose of the international forum was to identify priority areas of scientific and technological development of Kazakhstan for the period 2027-2030, as well as to present the results of foresight studies conducted by the Academy. The forum was attended by the Vice-Ministers of Health and Agriculture of the Republic of Kazakhstan, Chairman of the Science Committee of the Ministry of Health and Agriculture of the Republic of Kazakhstan, delegation of the Russian Academy of Sciences (RAS) headed by the Deputy President of the RAS, leading scientists from South Korea, including the President of the KISTI Institute, academicians of the National Academy of Sciences under the President of the Republic of Kazakhstan, heads of universities, research institutes and major Kazakhstani and international technological organisations, representatives of business, industry, stakeholders, leading foreign and domestic scientists, independent experts.

Special attention was paid to the discussion of ethics in biomedical and IT developments, as well as interaction between science and industry to implement scientific solutions in business.
In his speech, the President of the National Academy of Sciences of the Republic of Kazakhstan under the President of the Republic of Kazakhstan A. Kurishbaev emphasised the importance of foresight research as a strategic tool for identifying priority areas for the development of science and technology. According to him, foresight allows not only to analyse current achievements, but also to shape the future by developing strategies for the implementation of priorities, which makes it an important element of long-term planning. He noted that Kazakhstan has accumulated successful experience of foresight initiatives. Within the framework of the completed pre-foresight stage, six key areas have been identified: information and space technologies, life and health science, ecology, agro-industrial complex, geology and new materials, energy and mechanical engineering. ‘We conducted 30 foresight sessions and more than 1,100 interviews, which allowed us to formulate over 200 promising scientific tasks,’ he emphasised. These data are already publicly available on the website of the National Academy of Sciences.
Special attention was paid to the creation of regional foresight centres, the first of which was opened on the basis of S. Amanzholov East Kazakhstan University. ‘Next year we plan to open seven more such centres, which will become platforms for the introduction of innovations that contribute to the development of the regional economy,’ A. Kurishbayev added.
He also emphasised the importance of international cooperation, noting the signing of a memorandum with the Korean Institute of Scientific and Technical Information (KISTI). ‘A joint project to create an information and analytical foresight system will allow Kazakhstan to use the best international practices to forecast scientific and technological trends and the formation of breakthrough technologies,’ he said. The speech of the President of the National Academy of Sciences of the Republic of Kazakhstan reflected the importance of foresight research for increasing the competitiveness of Kazakhstani science, its international status and the development of innovation economy.
In the welcoming speech of the Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek noted the importance of the forum as a platform for discussion of key issues in the development of domestic science and the formation of strategies aimed at improving the competitiveness of the country (read by the Chairman of the SC MNVO RK Zhankuatov G.Zh.).
In his welcoming speech, Vice-Minister of Agriculture of the Republic of Kazakhstan Bekbauov Baglan Abdashimovich noted the key role of agricultural science in the development of agro-industrial complex, emphasising the need for close cooperation between science and production. He spoke about the reforms in the scientific and educational sphere, the implementation of programme-targeted funding and comprehensive measures for the development of breeding and seed production, expressing confidence in the fruitfulness of joint work of the forum participants.
Vice Minister of Health of the Republic of Kazakhstan Muratov Timur Muratovich noted the key role of medical science in the development of health care, emphasising the need to strengthen funding, development of scientific infrastructure and training for the integration of Kazakhstani medicine in the global scientific community and the implementation of advanced research.

Within the framework of the Forum memorandums of cooperation were signed with the Korean Institute of Scientific and Technical Information (KISTI) on the transfer of advanced knowledge and experience in the field of information and analytical systems to identify breakthrough areas of science and technology development, as well as with the Russian Academy of Sciences on cooperation in the areas of IT, agro-industrial complex, MMC and medicine and others.
The Forum has become an important platform for the exchange of ideas, formation of strategies to improve the competitiveness of domestic science and discussion of the current challenges of the modern technological era.
