Kazakhstani Manufacturers to Gain Easier Access to Public Procurement Markets of EAEU Countries

On July 1, 2025, the Board of the Eurasian Economic Commission approved a decision to amend Annex No. 11 to the Rules for Determining the Country of Origin of Goods for Public Procurement Purposes by adding six new product categories — including medical and chemical goods. These products will be eligible to participate in public procurement within the EAEU countries, provided they are accompanied by a Certificate of Origin Form ST-1.

The decision aims to expand the list of goods recognized as originating from EAEU member states and, accordingly, to grant them national treatment in public procurement across all countries of the Union.

It is worth noting that the Russian Federation previously adopted a resolution allowing certain categories of industrial goods to participate in public procurement if they meet origin criteria. These criteria include specific processing operations conducted on the territory of the Russian Federation, registration of products in the national industrial registry, and other requirements.

As a result, Kazakhstani manufacturers holding an ST-1 certificate will be able to participate in tenders on equal footing with local suppliers, thereby gaining full access to new sales opportunities and expanding their market reach.

This decision reflects Kazakhstan’s proactive stance and efforts within the EAEU framework and is aimed at advancing the country’s economic interests within the Union.

As of today, the list of goods eligible for confirmation of origin through the ST-1 certificate includes 309 product categories. (The complete list is available on the official website of the Commission: eec.eaeunion.org).

The decision will be submitted to the EEC Council for final approval in the near future
