Development of Strategic Directions for Eurasian Economic Integration Through 2025

At the meeting of the Supreme Eurasian Economic Council (SEEC), held on June 26–27 this year in Minsk, Republic of Belarus, the Heads of State of the Eurasian Economic Union (EAEU) were presented with a report on the implementation progress of the Strategic Directions for the Development of Eurasian Economic Integration Through 2025, based on the results for 2024.

The document, prepared by the Eurasian Economic Commission (EEC) in cooperation with the EAEU Member States, provides an overview of the outcomes of the fourth year of implementing the Strategy 2025 and its corresponding action plan.

The implementation of the measures outlined in Strategy 2025 has had a significant impact on the functioning of the EAEU, promoting the development of economic integration processes in key areas under the EAEU Treaty.

The most notable outcomes for the past year in areas covered by the EAEU Treaty include:

  • Industry: A mechanism for financing joint projects has been established; the "Industrialization Map" has been developed and is being updated, encompassing 271 projects with a total value exceeding $242.8 billion.

  • Agro-Industrial Complex: Annual joint forecasts for the development of the agro-industrial sector and balance sheets for supply and demand of key agricultural products are being compiled. A list of measures has been defined to harmonize the Member States' legislation in the areas of plant variety testing and seed production.

  • Labor Migration: The "Work Without Borders" system is operational. An agreement on mutual recognition of academic degrees has been signed.

  • Public Procurement: An agreement on mutual recognition of bank guarantees has been signed, and digitalization measures have been implemented.

  • Customs: An agreement has been signed on a unified EAEU customs transit system with a third party.

  • Tourism: Route maps have been developed, covering more than 400 tourist sites.

  • Services: 117 areas have been identified for further liberalization.

  • Foreign Trade: Free trade agreements (FTAs) have been signed and are being implemented with Iran, the UAE, and Mongolia. Negotiations are ongoing with India, Egypt, and Indonesia.

  • Harmonization of Rules of Origin: An agreement has been signed on a harmonized system for determining the origin of goods exported from the EAEU customs territory, aimed at facilitating exports from the Union.

The final analytical report summarizing five years of implementation will be presented to the Heads of State of the five EAEU Member States in the first half of 2026.
