Improving the procedure for granting the status of "kandas"

By the second reading, the deputies prepared a new regulation aimed at improving the procedure for granting the status of "kandas." Now, the procedure for determining affiliation to the Kazakh nationality for individuals claiming the status of kandas and citizenship of the Republic of Kazakhstan falls under the jurisdiction of local executive bodies. Also, the regional quota for the admission of kandas will include individual family members of ethnic Kazakhs, widows of kandas, and their common children.

The categories of individuals eligible for simplified citizenship acquisition have been expanded

Now, widows of citizens of the Republic of Kazakhstan, who are permanently residing in the country on a legal basis, regardless of the length of stay, as well as individuals who are entitled to acquire Kazakhstani citizenship in a simplified manner based on international treaties, can obtain Kazakhstani citizenship through a simplified (registration) procedure.

Migrants will be given lands for lease to engage in agriculture

Under the law on population migration, migrants will be able to obtain agricultural land plots in the receiving regions designated by the Government, outside of competitions. These will be provided on the basis of temporary short-term compensated land use (lease) without the right of alienation and transfer for up to five years. The sizes of the plots must not exceed the minimum required, and the rights of alienation and transfer as a contribution to the charter capital of a commercial partnership are not provided. Upon moving out of the region, the right to land use is terminated. However, migrants living in such regions for more than 5 years and duly fulfilling their obligations have a preferential right over others to enter into a new lease agreement. Furthermore, the law establishes a provision for the protection of state subsidies paid to participants of voluntary relocation from regions with labor surplus to those with labor shortages, covering relocation expenses, rental housing costs, and utility payments from claims on credit obligations to banks and financial institutions. These subsidies cannot be subject to seizure, temporary restriction on property management, or other restrictions on transactions and other operations with property.
