The Otandastar Qory operating under the Ministry of Foreign Affairs of the Republic of Kazakhstan, is dedicated to fostering cultural and business connections with Kazakhs abroad. Additionally, it provides information and advisory support to Kandas who have resettled in their historical homeland.
In light of this, on November 22-23, 2023, Erkebulan Menlibayev, the Deputy Director of the Kandas Support Department, and Nurymzhan Zhumagaziyev, the Press Secretary, visited the city of Kostanay to familiarize themselves with the progress of ethnic migration policy and conduct meetings with Kandastar.
As part of the visit, a meeting was held with Rinat Zakiuly, Deputy Akim of the Kostanay region, where discussions focused on the adaptation of migrating Kandas in the region. Proposals were also put forward for collaboration with the akimat (local government) to organize information support on migration issues for Kandas in the coming year.

In 2023, 966 candidates from Uzbekistan, Russia, Turkmenistan, Afghanistan, and Mongolia have moved to the Kostanay region. Since 1991, a total of 35,843 Kandas have resettled in the Kostanay region, including 16,778 people in the city of Rudny.
