At present, the analysis of measures of state support for compatriots abroad indicates the deterioration of the legislative conditions and economic prerequisites for the resettlement of ethnic Kazakhs to their historical homeland, the absence of a system to stimulate their return and improper organizational and information and communication activities of state bodies.
The most important factor in solving this problem should be the utmost awareness and the associated confidence that in the event of resettlement to their historical homeland, the ethnic Kazakh will be assisted at the initial stage of their adaptation, primarily in providing housing, work, land plots, etc.
The implementation of these measures will allow repatriates to use the purchased housing and land plots as collateral for active participation in various lending programs for small and medium-sized businesses, their effective integration into the labor market, and entrepreneurship in various spheres of the country's economy.
These and other tasks require further improvement of state regulation of ethnic migration. In this connection, the Otandastar Fund NJSC has begun to develop a draft State Program for Supporting Kazakhs Abroad and Voluntary Resettlement for 2021-2025.
The agenda of the commission meeting will discuss issues on stimulating repatriation, shortcomings in providing Kazakhs abroad with textbooks, fiction and other literature, as well as the state of houses built for repatriates in the settlements of Nurly Kosh (Krasny Yar) in Akmola region and Shygys in East Kazakhstan region.
Representatives of the Presidential Administration of the Republic of Kazakhstan, vice-ministers of information and social development, agriculture, education and science, culture and sports will take part in the work of the commission meeting.
