The Procedure for Providing – The Ata Zholy Card

The Ata Zholy card is a document of the established form issued to business immigrants or persons with sought-after professions among ethnic Kazakhs. It should be noted that the Ata Zholy card is issued for up to ten years but not more than the validity period of the passport of the country of citizenship.

  • The Ata Zholy card is provided to ethnic Kazakhs corresponding to one of the following categories:
  • – Holders of professions/majors in accordance with the Decree "On approval of the list of professions and requirements for persons in respect of whom a simplified procedure for admission to citizenship of the Republic of Kazakhstan is established."
  • – Holders of professions/majors in accordance with the order "On approval of the list of professions in demand for foreigners to obtain a permanent residence permit in the Republic of Kazakhstan and the Rules for its formation."
  • – Owners of an operating business registered in the country of residence.

  • You can apply for the "Ata Zholy" card through the "Qutty meken" mobile application or the migration resources portal Migration.enbek.kz.
  •  
  • The following documents are attached to the application:
  • – A copy of the identity document with a notarized translation.
  • – Diploma and certificates confirming the major corresponding to one of the above categories, and documents confirming the operating business in the country of citizenship, with a notarized translation.
  • – An official document confirming the nationality received from the special authorities of the country of origin of ethnic Kazakhs, in the absence of confirmation of nationality in identity documents.
  • Privileges and rights of Ata Zholy cardholders

  • The holder of the "Ata Zholy" card upon entering the country receives a residence permit for a period of 10 years with the right to extend.
  • Holder of the Ata Zholy card:
  • – social payments and services within the framework of guaranteed medical care in medical institutions;
  • – Labor arrangement on the territory of the Republic of Kazakhstan in accordance with the Labor Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On Population Migration";
  • – carrying out entrepreneurial activity on the territory of the Republic of Kazakhstan in accordance with the Entrepreneurial Code of the Republic of Kazakhstan and other legal acts of the Republic of Kazakhstan;
  • – carrying out entrepreneurial activity on the territory of the Republic of Kazakhstan in accordance with the Entrepreneurial Code of the Republic of Kazakhstan and other legal acts of the Republic of Kazakhstan;
  • – free secondary education in state educational institutions, secondary state special and/or higher educational institutions on a competitive basis, paid education in private educational institutions in accordance with the Law of the Republic of Kazakhstan "On Education";
  • – obtaining legal aid guaranteed by the State in accordance with the Law of the Republic of Kazakhstan "On Advocacy and Legal Assistance";
  • – acquisition of citizenship of the Republic of Kazakhstan in a simplified manner in accordance with international treaties of the Republic of Kazakhstan and legislative legal acts of the Republic of Kazakhstan in the field of citizenship.

  • Ata Zholy card holders are not entitled to:
  • – be elected to the state bodies of the Republic of Kazakhstan and local self-government bodies;
  • – participate in the republican referendum;
  • – enter the civil service.

Also, if the owner of the "Ata Zholy" card acquires citizenship of the Republic of Kazakhstan, the card is declared invalid.
